HomeMy WebLinkAbout04 28 2008 DESIGN REVIEW COMMITTEE MEETING MINUTES April 28th, 2008 APPLICANT: Cruise-4-Less, Shane Quick. PROJECT TITLE: Auto Sales Lot LOCATION: Approx. 230 E. Chubbuck Road. PURPOSE OF REVIEW: Site Plan Approval. Present: Mayor Steven M. England, Councilman Kermit Morrison, Attorney Thomas J. Holmes, Steve Smart, Larry Kohntopp, Ron Conlin, Randy Severe, Ray Griffin, Eric King, Andy Despain and Merlin Miller. Kim, Mrs. Quick and Shane were present to present their site plan. Site plan was approved subject to the following conditions: 1. Discussion about ingress and egress from E. Chubbuck Road and Cloverdell. The Quick's are required to share a common access with Rug Rats on E. Chubbuck Road. Also required to share a common access to Crookston property on Cloverdell. 2. Platting requirement is required. 3. Required to pave off street parking to office and four employee parking spaces. 4. If a sign is installed, they are required to go through Building Department. 5. 10' landscaping requirement with automatic sprinkling system. 6. Storm water is required to be contained on site. 7. Required to have a silt separator - 1500 gallon unit. 8. Lighting is required to be shielded as to be on site only. 9. Required to install a knox box. 10. Address on building is to be visible from street. 11. Building Department requires an architect stamp on plans. 12. If a dumpster is required, it is required to be in a three sided enclosure. 13. One address with suites marked. 14. Distance between cars is required to be a minimum of 3' between vehicles. 15. Required to be in compliance with site triangle code. 16. They are required to complete a non-residential waste water permit application. Mr. Quick asked if Fire Department would be interested in using the house for training. Eric stated there can be no asbestos in the structure, they will check the structure out. Steve stated Park Superintendent will look at trees to see if the City can use. CITY OF CHUBBUCK, IDAHO DESIGN REVIEW MEETING APPLICATION The purpose of this application is to establish a meeting and review time with the City of Chubbuck Design Review Team consisting of the Mayor, Building Official, City Planner, City Engineer, Fire Marshal, Police Chief and other City staff as required. The Design Review Team meets every Tuesday morning between the hours of 10:30 and 11:30 AM. This team will work in unison, with you, to establish the criteria for your project as it relates to the adopted ordinances of the City of Chubbuck. Keep in mind, this is an informal review and is only conducted on Submitted applications. This is a review team not a design team. Provide(10)ten sets of drawings,(8 1/2 X I 1),at least eight days in advance of your scheduled meeting.Formal review of your plans or project by City Staff is conducted after formal application. Once you schedule your Design Review, it is very important to keep that appointment so others can be scheduled accordingly. April 15, 2008 / 11:30pm Design Review In Attendance: Mayor Steve England, Steve Smart, Larry Kohntopp, Richard Wood, Scott Brisco, Tom Holmes Spring Park PUD The landscaping required in islands has not been done. Richard and Scott ask if this landscaping was required by city ordinance or the recorded plat. The city requires the enhancements on the plat in exchange for the PUD or greater density. Richard points out that the plated landscaping might not work. What is planned in the islands will ends up trampled, torn and in the road. Richard and Scott are proposing moving the trees and shrubs behind the sidewalk and installing decorative concrete in the islands. Are the changes proposed substantial enough to require a new plat? Richard Wood and Scott Brisco will bring a proposal of changes to the City. Tom will look into how much wiggle room we have before the changes reach a modification threshold and require a new plat. April 15, 2008 \h..1 Design Review In Attendance: Dave Bickley, Dave Orthel , Rich Morgan, Tom Holmes, Ray Griffin, Eric King, Merlin Miller, Mayor Steve England, Councilman Kermit Morrison, Steve Smart, Larry Kohntopp. Hall Jensen is the Architect on the project. Mr. Bickley's shop will be one side of the proposed building and the other side will be rented. Mr. Bickley will be running his construction business and Rocky Mountain Investing from the site. Rocky Mountain Investing takes care of Mr. Bickley's rentals. His construction business is both residential and commercial. Mr. Bickley plans to have a nice building with vegetation in the front. The 20 foot access is overhead doors on both sides of the building. Storni water swale on the lot is to small. The lot in the back can be graveled and used as drainage. No access to building on side. Steve Smart suggested a drive way on the side so he does not have to go through building to get to the back. Ridge line on roof parallel to the street. Off street parking needs to be paved. Mr. Bickley needs to ensure the swale is large enough to handle storm water runoff. Mr. Smart also suggested an underground infiltration system under the swale to help with volume. It was mentioned that property owners are required to collect storm water on own property. On the drawings presented there is no room on side for storm water collection. It was mentioned that Mr. Bickley needs to be careful and watch the runoff on the side of his building and make sure it is being collected in the front or the back. The city requires 10 feet on the front of the lot and from the drawing presented the city cannot tell if that is the case. Trees required every 50 lineal feet. Move building back and provide landscaping. Make swale parallel to the side walk. Jensen's building is a good example. Mr. Bickley is working with architect to meet the city requirements. If Mr. Bickley puts a floor drain in the building he will need a catch basin included and an oil separator. The basin and separator would need to be located so that they could be pumped and cleaned. Any exterior lighting need to be contained on the property as much as possible. No flood lights. The building will be stucco and synthetic rock on the front facade and metal on the sides and in the back. Larry mentioned the contrasting back ground requirement on your address that is on the building. Merlin Miller mentioned the required knock box. These are available from the fire department. Swale filled with river rock would cut down on water usage. Dave Bickley ask if he needed the water retention plan before they can do the permit? Yes. Mr. Bickley needs to speak with Shawn. Shawn would approve that there is enough retention.
