PROJECT TITLE: Lubricant Distribution Yard. LOCATION: 100 Block of Southside Way, south side. PURPOSE OF REVIEW: Site Plan Approval. Present: Mayor Steven M. England, Attorney Thomas J. Holmes, Steve Smart, Larry Kohntopp, Ron Conlin, Randy Severe, Merlin Miller and Andy Despain. This is a followup up on requirements on approval of June 17, 2008. Jeff Butler was present and was asked why he installed a 100' approach instead of the 50' radius approach required. It was suggested a cross assess agreement might work in this case. Mr. Butler stated he felt the City did not represent the amount of water and sewer line taps involved. Mr. Butler stated he felt the City should not charge a single family equivalent because there is not that much usage. Mr. Butler expressed concern about the City stopping his work until these issues are taken care of. After considerable discussion, Steve Smart asked Mr. Butler to present the City with a request to waive the 50' radius type approach required and for Mr. Butler's concern about water- sewer line taps, then the City will make a decision. Mr. Butler said he will. Mr. Butler stated A&I would like to move the dumpster location to the south west area, Mr. Butler was told a cement pad is required. The spot is required to accommodate the City's front end sanitation truck. Discussion about some pavement installed when too cold. Mr. Butler stated it will be removed and installed according to code. DESIGN REVIEW COMMITTEE MINUTES December 9, 2008 APPLICANT: Darel Hardenbrook, Battery Systems, Inc. PROJECT TITLE: Battery Systems, Inc. LOCATION: 145 E. Linden Ave. PURPOSE OF REVIEW: Site plan approval. Present: Mayor Steven M. England, Attorney Thomas J. Holmes, Steve Smart, Larry Kohntopp, Ron Conlin, Randy Severe, Ray Griffin, Merlin Miller and Andy Despain. Darel Hardenbrook and Jeff Prost presented the Battery Systems, Inc site plan. Mr. Prost stated they would like to be in business as soon as possible. Discussion about when the lot can be paved. Mr. Hardenbrook stated the floor drain will be closed off. Design Review Committee approved the site plan subject to the following conditions: 1. Radius type approach on E. Linden is required. 2. Sign will be on building, they are aware if a change in sign is wanted, they will come back to City Building Inspector. 3. Required to meet City Landscaping requirements, 10' with automatic sprinkling system and 5% interior. 4. Storm water drainage to be contained on site. Deadline is June 1, 2009. 5. Exterior lighting to be shielded on site. 6. Work with BI Ray Griffin on any changes inside or outside building. 7. Fire Department wants to know quantities of any aerosols stored inside or outside the building. 8. Required to have clear address on building facing West Linden Ave. 9. Required to apply for business license. 10. The church needs to flair access and extent to 150 feet. City needs to review any street/outdoor signage, Larry will get a copy of landscaping ordinance to University Bible Church. Architect will be using Rocky Mountain Engineering. They are familiar with the City's requirements What about the secondary irrigation requirement? The Developer has heard that McNabb is putting the irrigation system in this fall. This project will require a development plat. Owners also have locations in Twin Falls, Idaho Falls,Jackson Wyoming and Snowflake Arizona. Owner is wanting to fast track process in order to get the footings and foundation done. Plane includes a rider's course on the southern portion of the lot, next to the interstate. New bikes will be delivered to the IF store and then transported in snowmobile trailers to the Pocatello location. The City would like a shared access with the Ramada property. The city could facilitate the discussion with the Ramada. Larry will contact the Ramada and try to facilitate these agreements. Simplot has an easement on the south end of the property.
