January 12, 1977
Meeting called to order at 7:35 p.m.
Present: Dave Higbee, Bill Armstrong, Kitty Sheehy, Dorothy Worley, Pat Collard,
Myrna Cain and Councilmen Boyd Fullmer. Dean Refrow excused from meetings
until he: returns to the city in March.
Members drew for their new terms: Dave Higbee-two years; Bill Armstrong-one
year; Dean Refrow-two years; Myrna Cain-one year; Kitty Sheehy-one year;
Dorothy Worley-two years; Pat Collard-two years; and one year for a member to
be appointed by the Mayor yet.
We voted for our new chairman and a secretary. The nominees were Pat Collard
and Myrna Cain. Pat Collard is the new chairman of Municipal Improvements
and Services Advisary Board. She appointed Myrna Cain as Secretary.
Members drew to serve on sub committees of our committee so that we will have
better representation from all our areas. They are as follows: Boyd FUllmer-
Beautification; Bill Armstrong-Beautification; Myrna Cain-Parks and Recreation;
Dorthy Worley-Traffic Safety; Dean Renfrow-Special Committee; Pat Collard-
Chairman; Dave Higbee-Traffic Safety; New Member (Unknown)-Special Committee.
Discussed Activities to work on for this term.
1. Bicycle Safety check and Rodeo in the Spring.
2. We have a need for winter activities for the Chubbuck Kids such as
ice skating. We could use park areas such as Picnic areas for ice
skating in winter and picnic areas in Summer.
3. A suggestion was made to work towards a swimming pool in Chubbuck. To
see what we need to do to acquire one and how we could pay for one. We
will do some research in this area and when we have some facts and
information we will present it to the City Council.
4. Kitty Sheehy will go see Forrest Chappier at the bicycle (Bike-Mins
Hobby Shop) shop in Chubbuck to see what would be required to start
a Moto Cross track in Chubbuck. This would be for bicycles.
Kitty Sheehy and Myrna Cain will contact the Presidents of the baseball programs
and see what we can do to help out and in what areas they would need help.
We need to see what will be needed in funding for this program and handle
that through our committee.
We discussed the park area Mark Bunce is wanting to trade the city. Perhaps
this area would be good for winter sports such as sledding and ice
skating.
Dave Higbee read through the pledges for the Bicentennial Park. This will
come to a little over $13,000 when you add our matching funds.
Now after listing our tenative plans previously we will work on these.
Kitty Sheehy made a motion we do the Bike Rodeo in the Spring, the Safety
Poster Contest in the fall, the winter sports program, the motorcross and
the swimming pool, that we make this our goal for this year. All members
voted in favor of this. Notion seconded by Dave Higbee.
Members were wondering if Chubbuck Days-Picnic is an annual affair and if we
should allow for this in our budget? Need response from City Council.

Pat Collard would like to receive copies of the City Council meeting minutes
and also for the Planning and Zoneing Board. She also would like to have
a copy of ordinance 171.
