TRAFFIC, SAFETY AND BEAUTIFICATION COMMITTEE MINUTES January 20, 1976 Meeting started : 7:00 P. M. Conducted by: David Higbee, Chairman Those in attendance: David Higbee, Myrna Cain, Dorothy Lee Worley and William Armstrong Excused: Gary Lewis and Boyd Fullmer, Councilman Items Discussed: Accident report from Mr. Park Garrard of Traffic Safety Commission - Boise 1. Street Planning - to help prevent a confusing and unorderly traffic pattern we recommend the following: (either through private developers or City) A. Extension of Adams Street to Hawthorne Road B. Extension of Evans Lane and East Linden Avenue (in conjunction with Burley Drive) to Burley Drive C. Extension of Hiway Avenue - to Whitaker Road 2. Bicycle safety program and Bike Path - City officials to provide funding ( Federal Aid available) for Bike Path in City,and to City Park; possibility of Path around perimiter of Park. Also discussed a model of Bicycle ordinance to be adopted by City; this would include a licensing program, and a Bicycle Safety Program to be sponsored by the Traffic Safety and Beautification Committee with the help of service clubs, etc. We would like to see the Safety Program become an annual event, about April or May. A model Bicycle ordinance presented to City for study by City Attorney (with approval of City Council) and drafting of ordinance. 3. Discussed the possibility of a Bridal - Path from Chubbuck and Yellowstone, City limits of Hiline Road to Chubbuck Road, to Bannock County Fairgrounds. Dismissed from Meeting Room for Field Study at 8:50 P. M. 4. East Chubbuck Road Canal Crossing: Field study of Canal Crossing, recommend the following signs be installed on E. Chubbuck Road. A. Narrow Bridge signs B. Bump signs and safe speed 25 m.p.h. C. Crossroad signs D. Hill sign for west bound traffic E. Hazard indentification of Bridge structure and unprotected guard-rail F.
