HomeMy WebLinkAbout08 21 1974 MINUTES OF THE TRAFFIC, SAFETY, AND BEARTIFICATION COMMITTEE August 21, 1974 Meeting started: 7:05 P.M. .1 Conducted: Dave Higbee, Chairman Those in Attendance: Mr. Gary Lewis, Mrs. Myrna Cain, Mrs. Dorothy Worley, Mr. Richard Allen, Mr. Dave Higbee, Mayor John Cotant, and Mr. Phillip Rumsey, representing the Idaho Transportation Dept. Division of Highways. The meeting started with a brief introduction of each of the committee members. Following this, Mayor John Cotant charged the committee with its duties and functions pertaining to the City of Chubbuck. In addition to being given the function of reporting to the City Council on matters involving Traffic problems, Safety of the city citizens, and beautification of the city, Mayor Cotant . asked members to help with any other problems which are brought to their attention. Mr. Phillip Rumsey was recognized, and as a member of other Safety Councils, was asked for reccomendations or suggestions which might help our committee. He is willing to help in any way he can, evin if the matters are not related to the Federal Highway which runs through the city. OTHER MATTERS DISCUSSED INCLUDED: 1. The trash cans left out on the reads by citizens, and the_ enZorcement of the trash can ordinance. 2. The problem of vacant lots or lots which ther is no visible means of weed control, the mayor responded that the city has a Weed Control ordinance also. It was mentioned that the citizens need to be aware of this. 3. The city has asked the committee to check the possible locations of needed street lights. Dave Higbee, Myrna Cain, and Dorothy Worley were assigned this responsibility. 4. The need of a uniform set of Speed Limits within the city. Roads which serve as Collectors or Major Roads in the city, should have a uniform limit, as well as the residentual areas.. It was noted that the School locations need still another uniform Speed Limit law. Some of the residentual areas now have limits of 15 miles per hour, while others are now 20, ,and still others are set at twenty-five (25), resulting in confusion to the motorist. It was deternimed that speed studies need to be conducted to determine a reasonable and safe speed limit. The City Police Dept. will be asked to help with these speed studies. 5. Also discussed was the need of the city to Conform with Federal Specifications, it was also requested that the City Council adopt the 1970 MANUAL on UNIFORM TRAFFIC CONTROL DEVICEL. The city will order these manuals, to be used by city personnel. 6. Also read and discussed was an Accident Report prepared by the City Police Dept.. 'It was noted the highest Accident and Injury location was U.S. Highway-#91 and Chubbuck Rd. It was discussed that this situation should be reamedied soom with the installation of the New Traffic Signal through joint effort of the City of Chubbuck, and the IDAHO DIVISION OF HIGHWAYS. The committee also decided to study several of the high accident locations, and determine what to recommend to the city to correct the problems. Also the City Police Dept. has asked that children who will be going to school soon be instructed by parents and teachers to wear light clothing at dark hours when on the way to school, and to be very cautious when crossing any road. 7. Committee members were asked to bring a list of 10 urgent improvements needed by the city. These would be listed in Order of Priority at the next meeting on Sept. 3rd, 1974. As a closing item of business Richard Allen was asked to serve as the Committee Secretary. Members of the City were urged to bring problems related to the duties of this Committee, to any member of the committee or the City Office. The meeting adjourned at 8:00 P.M.
