Council Study Session Minutes of December 2, 2015
Council Meeting Minutes of December 2, 2015
It was explained to the council that the minutes for December 2, 2015 will be provided with the
minutes for tonight at the first council meeting in January for the council's approval.
GENERAL BUSINESS:
Resolution approving indebtedness, subject to judicial confirmation, with the Department
of Environmental Quality, for the improvement of the City's water system.
Councilmember Ellis mentioned that he has some concerns about the effort or lack
thereof, the City undertook in educating the public on this project. Councilmember Ellis
does agree with the project and would like to explain to the public the capital plan the
city has for the project. He would like to talk about public outreach at the next study
session.
Councilmember Marshall has two concerns; the first is the total debt the city Will have
once the project is complete and second, he does not agree with incurring debt through
judicial confirmation.
Councilmember Lewis has some concerns with the delay of the project. If the resolution
is passed tonight, the City still has one more summer season to go through before any
production from the new well is on line. This project and the necessity of the project
have been discussed many times, the city has made plans, there will be no increase in
fees, and the risk is justified by the improvements to the system.
Councilmember Ellis moved to pass resolution 2015-03 to approve the indebtedness
subject to judicial confirmation. Councilmember Lewis seconded. Roll call vote: Ellis -
yes, Lewis -yes, Morrison -yes, Marshall -no.
2. Approval of the destruction of certain records.
City Clerk stated that the list presented to the council meets all state and city retention
guidelines.
Councilmember Lewis moved to approve the destruction of the records listed.
Councilmember Ellis seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes,
Marshall -yes.
3. Approval of a Beer, Wine and Liquor License for the Green Triangle.
City Clerk Rich Morgan explained that the Green T, although no longer in existence
wants to keep their license active. The license will be subject to all State County and
Local laws.
Councilmember Ellis moved to approve the Green T liquor license. Councilmember
Morrison seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes.
CLAIMS:
Computer printout claims for December 16, 2015 as presented to Mayor England and Council.
Councilmember Morrison moved to approve the claims as presented. Councilmember Marshall
seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes.
