HomeMy WebLinkAbout12 02 2015 CM Study Session-31( CITY OF CHUBBUCK COUNCIL STUDY SESSION MINUTES DECEMBER 2, 2015 — 4: OOpm CALL TO ORDER GENERAL BUSINESS: 1. Discuss the proposed ordinance amending section 18.12.030(A) adding limits and guidelines on an accessory structure in a residential area. Mayor introduced the topic, recapping the ordinance and the discussion at the public hearing that lead to this study session discussion. Deloy Stuart, 767 Monika Court, is here representing the Building Contractors Association. The Association wants to work with the City of Chubbuck toward an acceptable resolution. The Association realizes there will needs to be order within the City when it comes to building. The Association would like the height restrictions to match the height restrictions for a particular zone. The Association believes the setbacks on the lot take care of the size so there is no need of additional restrictions. The Association does not disagree with building secondary structures with the same materials as the primary structure; however, they would like to avoid red tape. Could this be enforced with the building permit? If the materials for primary and secondary structures match, the permit is good to go. If your materials are different then you would need to come to design review. Councilmember Lewis stated that it is not the intent of the council to overregulate. He is trying to find a way to fashion a regulation that meets the needs of the City, its residents, and allows all to build beautiful buildings. Councilmember Lewis asked those in attendance, what is good policy? Deloy Stuart, 767 Monika Court, has talked to the Andersons, the couple that lives behind the shop that was built on Dell Rd. Deloy understands the concern at having that shop in their back yard. He believes their heart bum was they didn't get notified. Deloy says it is unfortunate that the shop on Dell was allowed, it should not have happened. Rodney Burch, City of Chubbuck Public Works Director shared how the research for the proposed ordinance was done. Others in attendance and voiced their agreement with Deloy Stuart were, Ron Dykman, Nate Jenson, Annette Baumeister, Doug Briscoe, and Brice Bybee. Brent Marshall said the shop in the 800 block of Dell does not fit the subdivision. The shop in the 700 block of Dell does fit the subdivision. Mayor England expressed his appreciation for the discussion. He asked the council if there would be anything that would be appropriate to take back to design review to get those concerns to him. 2. Discuss the recycling program offered by the City of Chubbuck. Rodney Burch, the Public Works Director for the City of Chubbuck, reviewed the memo sent to the council about the City's intent to stop the free recycling program. The City is 3 ( 3 seeing a $2,500 month loss to do this program. It is the City's hope that most of the citizens that use the free program will sign up for the curb side program. Tom Holmes, City Attorney, mentioned putting signs up at the drop locations with the explanation of the City's intent to stop the free recycling.
