COUNCIL STUDY SESSION

CALL TO ORDER
GENERAL BUSINESS:
1. Discussion on the construction of a splash pad in the City. Councilmember Lewis started
the discussion with the explanation of having asked Rodney to go to the CDA and ask if
they would have an interest in helping fund this project. Councilmember Lewis thinks
this would be a great recreational item for the City of Chubbuck and thinks this would be
well used. Rodney showed the Council three different levels of splash pads. The pad in
Rexburg has a comprehensive play area and a shower restroom building. This was
approximately $450k. The Valley Fair Mall has a splash pad without any play items.
This was approximately $300. South Ogden has a splash pad that has some play area and
it was approximately $375K. The CDA is supportive. Rodney will get details on the
project to further the discussion.
2. Discussion on the development of a City flag. Councilmember Marshall stated that a flag
brings the community together and can build community pride. The flag needs to be
meaningful but simple. It also needs to be memorable. Councilmember Lewis asked if
this was a regional flag or a City flag that we are talking about. Councilmember Marshall
said this was a valley flag. Councilmember Lewis asked about the cost to participate.
Councilmember Marshall did not know the cost to participate.
3. Review procedures for request of support from the City. Councilmember Lewis shared
his thoughts on this. He said "we get a lot of people asking for money for the things they
support and are passionate about. We would like to have a process in place so that all the
requests come at the same time and the council would be better able to objectively
evaluate the request. We should do this at one study session a year, when a request
comes in they get a form to fill out with desired information and they will be directed to
come with a presentation at a chosen work study session. Sometime after the work study
session, during a council meeting, the final decision will be made." The March study
session would be the month we review all requests.
4. Review the Development Agreement between Pine Ridge Mall JC(Jefferson City), the
Chubbuck Development Authority and the City of Chubbuck. This is part of the process
of implementing the Pine Ridge Urban Renewal Plan; this agreement helps facilitate the
availability of funds and gives direction on the use of the funds. It does commit to
reimburse the projects at 100%. This is a change from the current CDA reimbursement
criteria and that will have to be revised. Councilmember Lewis pointed out that the Pine
Ridge Mall JC LLC does not own all the properties in the district and wondered if there
should be a change in the agreement to cover all land owners. Councilmember Lewis
asked if the reimbursement criterikein
