HomeMy WebLinkAbout10 07 2015 CM Study Session-7'ZZ -7 CITY OF CHUBBUCK COUNCIL STUDY SESSION MINUTES OCTOBER 7, 2015 — 4:OOPM CALL TO ORDER GENERAL BUSINESS: 1. Discussion on Philbin Rd. and the Connor Academy. Rodney Burch, Public Works Director, explained the traffic situation at the Academy. The Academy has implemented a plan to help alleviate the traffic problems that have been prevalent since the school started. They will be doubling the size of the hard surface at their school during the current two week break. The City has received petitions from patrons of the school. Councilmember Lewis asked what the request in the petition was. Rodney explained it asked for a reduction in speed on Philbin Rd. and making Philbin safer for kids around the school area. Steve Smart did do a quick analysis of his own on the possibility of having a school zone on Philbin road and Steve did not think it would be warranted. A full study would cost the City 10 thousand and the City should be ready to accept and implement the results of the study. Councilmember Ellis asked about the school zones on Whitaker Rd and on Chubbuck Rd in comparison to a school zone on Philbin. Josh asked about the paving on the Alpine Rd. frontage of the school. The Plat shows the paving to be the entire length of the plated property; Rodney said the council granted an exception and only required the school to pave the road to the first exit of the schools parking lot. Kermit asked about the status of Philbin Rd. south of the interstate. Rodney reported that the County says the City of Pocatello owns it and the City of Pocatello says the County owns it. The City of Chubbuck owns the east half of Philbin Rd. north of the interstate and is in the process annexing the west side from the County. 2. General discussion and explanation on tax increment financing. Rodney Burch, Public Works Director, explained the basics of tax increment financing. The creation of the Chubbuck Development Authority (CDA) happened in 1992. There are two components the Development Authority; the tax increment district and the urban renewal area. The CDA operates under its own by-laws and is an autonomous body. The current district will expire in 2022 3. General discussion on garbage collection and the recycle service provided by the City. Rodney Burch, Public Works Director, explained the situation the City of Chubbuck finds itself in with its recycling program. There are 1050 curbside recycle bins in the City, 5 commercial bins. The contract the City has with Western Recycling has expired, the market for mixed recycling has changed dramatically since the outset of our contract with Western. Western will no longer take recycling from us without us paying them to take it. The monthly cost for this change is estimated to be around $1,800 per month. We will start paying this charge on November 1, 2015. Councilmember Ellis's initial inclination is the cost to recycle has to be borne by those who chose to recycle.
