COUNCIL MEETING MINUTES
SEPTEMBER 16, 2015 — 6:00PM
CALL TO ORDER by Mayor England
PLEDGE ALLEGIANCE TO THE FLAG Led by Councilmember Ellis
INVOCATION by Jennifer Muhonen
AMEND COUNCIL MEETING AGENDA:
A PROCLAMATION declaring September 21 through September 27, Kind Community Week was
read by Mayor England. Billie Johnson, Courtney Fisher, and Rainbow Maldonado were
present to accept the proclamation. Billie spoke to the council and appreciates the City of
Chubbuck going on the record for being kind.

Councilmember Ellis moved to approve the minutes as presented. Councilmember Morrison
seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes.
PUBLIC HEARING:
The City Council of the City of Chubbuck proposes to convey exchange or offer for sale real
property. The property is lot 12 of block 1 and lot 11 of block 1 in Griffin Hollow Subdivision.
The City Council declared the value of the lots on August 5, 2015 in a regular council meeting.
Declared values of the lots are; $1,700 for lot 12 block 1 and $1,900 for lot 11 block 1.
Mayor England declared the public hearing open.

Opposed:
Nicola (Niki) Jo Newcomb Taysom, 4963 Yellowstone, Castillo's Mexican Restaurant, spoke
against the city selling land. Niki would like to know if it will be conveyed, exchanged or
offered, how were the values declared and why are we selling it.
Mayor England Declared the public hearing closed.
Councilmember Lewis mentioned the appraisals were accepted by the council in an earlier
meeting.
GENERAL BUSINESS:
1. Auction for lot 12 of block 1 and lot 11 of block 1 in Griffin Hollow Subdivision.
-Mayor England declared a minimum bid amount for block 1 lot 12 to be $1,700.00 and
the minimum bid for block 1 lot 11 $1,900.00
-Mayor informed the audience that the City reserves the right to reject any or all bids as
deemed appropriate.
-There were no bids at the auction.
2. Approval of destruction of records as presented.
City Clerk, Rich Morgan, explained that the list presented complies with all city ordinances
and state statues for records destruction.
Councilmember Marshall moved to approve the destruction of records listed.
Councilmember Lewis seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes,
Marshall -yes.
3. Adoption of Ordinance XXX, Pine Ridge Mall Urban Renewal Area, first reading
Tom Holmes read the ordinance by title for the first time.
4. Presentation of quotes for employee health insurance.
Mark Semons explained the quotes he has for the City of Chubbuck. There was a discussion
on being self-insured and the reference based pricing that Mark would encourage the City to
use if the council decided to go with a self -funding model. The Council would like to have a
conference call with MBA the insurance administrator and ELAP the referenced based
pricing provider. Also, the Council requested references. A special meeting was set for
September 22, 2015 at 1pm.
CLAIMS:
Computer printout claims for September 16, 2015 as presented to Mayor England and Council.
Councilmember Morrison moved to pay the claims as presented. Councilmember Lewis
seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes.
