COUNCIL STUDY SESSION

GENERAL BUSINESS:
Livability Magazine request.
There was no one representing Livability Magazine at the meeting.
2. Discussion on the Solid Waste Ordinance.
Steve Smart explained the Solid Waste Ordinance to the Council. The present sanitation
ordinance dates back to 1968. Things have changed so much that the City needed to rewrite the
ordinance in order to deal with the current operations. Councilmember Lewis asked about the
weight limit of 200 pounds. Weight has not been a significant problem in the past; however, this
weight limit gives the city the ability to deal with a violation if needed.
3. Final report of the Valenty Lift Station Evaluation.
Steve Smart presented the Valenty Lift Station Evaluation. This lift station is in the right of way
in Valenty Road. The Valenty lift station services 1/6th of the area of the city. It is by far the
biggest area served by a lift station, within the city. One of the problems we are experiencing is
power outages. With a power outage, the pump is down and the wet well fills rapidly. The city
needs to install a generator at this site to ensure the operation of the pump. That is a temporary
band aid that the City could do; it's estimated cost would be approximately $300,000. However,
the best option would be to relocate the lift station. The site relocation option cost is
approximately 3 million; this really is the best option. There are adequate reserves in the sewer
fund to do this project.
4. Pocatello Urban Transit numbers from Brad Hunt.
Mayor England presented the numbers that Brad Hunt emailed to the City. Councilmember
Lewis wants to be sensitive to the special needs services provided. Those who do use this
service are dependent on us. It is possible to justify much more than what the City of Chubbuck
has historically sent to the Pocatello Urban Transit.
5. 1-86 Interchange Beautification.
Councilmember Marshall discussed beautification issues on the Chubbuck interchange.
Councilmember Marshall passed around pictures of the interchange just a few days ago.
Councilmember Marshall would like to fix the interchange with decorative rock. Valley pride
will fund the project with donations of material and money. Valley pride is also willing to put
the muscle into the installation.
6. Discussion on FYI 6 budget.
Rich Morgan discussed the L2 from the County and his proposed budget with the Council's
