HomeMy WebLinkAbout06 23 2015 CM25-3 CITY OF CHUBBUCK COUNCIL MEETING AGENDA JUNE 23, 2015 — 2:3Opm CALL TO ORDER by Mayor England GENERAL BUSINESS: 1. Discussion on Health Insurance. Mayor England turned the time over to Mark Semons. Mark presented a spreadsheet with the rate history with the rate before joining the IIIA and throughout the last 3 years. The spreadsheet did not include the assessment. He explained what the IIIA has done with the I% decrease in rates across the board. He explained the mod factor. Mark explained the ACA and the changes in the Health Insurance environment since joining the IIIA. There was a small group number on the spreadsheet. Mark included this for two reasons, this number shows the rate the small groups in the IIIA could get on the market and compares them to the rate the IIIA is charging them. Also, next year the small group cut off will go from 50 employees to 100 so the City of Chubbuck will be a small group. The City of Ammon is withdrawing, The City of Soda Springs is withdrawing, Burley is contemplating withdrawal and Hailey is contemplating withdrawal. Mark said all the factors do point to that you are a good group. The changes you made, like moving to an HAS makes you a healthy group and you have been unable to take advantage of the savings while you were in the IIIA. This does lend itself to the City of Chubbuck going back to the self -funding model. We are having to get our quotes from applications rather than actual claims. The IIIA will not give us our claims history even though we are self-funded. Getting the quotes of applications will make the quote a little higher than if it was off actual claims. Josh ask about trends for our size groups. Mark explained the possibilities and probabilities for a group our size. Is the environment we are in as members of the IIIA the environment we want to stay in? Mark does not have all the numbers he will like to show us. We have been moving very fast. Councilmember Ellis would like to try to negotiate no or minimal increases in the future. Mark does not think there is an insurance company that would do this. It does look like there is enough savings to make the switch a do Councilmember Lewis is worried about the teaser rates. Councilmember Lewis would like to learn more about self -funding.
