HomeMy WebLinkAbout04 15 2015 CM-Zos- CITY OF CHUBBUCK April 15, 2015 6:00pm COUNCIL MEETING MINUTES The minutes of a regular council meeting held at the Chubbuck City Council Chambers, April 15, 2015. Mayor England called the meeting to order at 6:00pm. Present were Mayor Kevin England, Councilmembers Kermit Morrison, Ryan Lewis, Josh Ellis, and Brent Marshall, Attorney Thomas Holmes, Public Works Director Steven Smart and City Clerk Rich Morgan. Councilmember Morrison lead the pledge of allegiance to the flag. Eric Ernfield offered the invocation. APPROVAL OF MINUTES: Councilmember Ellis moved to approve the regular meeting minutes of April 1, 2015 and the study session minutes of April 1, 2015. Councilmember Morrison seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes. PROCLAMATION: Mayor England proclaimed April 18, 2015 to be Portneuf Valley Community Environmental Fair Day. Tantilla Thomas accepted the proclamation. GENERAL BUSINESS: 1. Ordinance #741 changing zoning Brookstone Estates Division 3 to Limited Residential P (R - 2P) and changing 137 Highway Avenue to General Commercial (C-2) Tom explained that the City had found several instances where a public hearing had been held and approval for a zone change had been passed by the council but that the ordinance did not get adopted. We are adopting this ordinance to close up and finish the process on these zone changes. Councilmember Ellis moved to waive the rule that requires the reading of the ordinance three times, one of those readings being in full. Councilmember Marshall seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes. Councilmember Ellis moved to adopt ordinance #741. Councilmember Marshall seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes. 2. City Clerk Rich Morgan presented the audited financial statements for fiscal year 2014 to the council. Rich reviewed what was included in the financial statements, the audit conclusions and explained that the city's independent auditor is always available to councilmembers if they have questions. The City's financial position is strong. Councilmember Marshall moved to accept the audited financial statements as prepared by the City and audited by Deaton and Company. Councilmember Ellis seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes. 3. The Mayor presented Todd Blackinton, 922 Stars, to serve on the Land Use and Development Commission. Mr. Blackinton is replacing Ron Horner. Councilmember Lewis moved to approve the appointment of Todd Blackinton to the Land Use and Development Commission. Councilmember Morrison seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes. 4. City Clerk Rich Morgan presented Resolution 2015-01 finalizing DEQ Loans WW1015 and WW1009 for the North West Sewer Interceptor Project (NWSI). Rich explained the 5loans that were used to finance the NWSI. Three of the loans have been previously finalized. The closing of these two loans finalized all the financing of the project. Councilmember Ellis moved to adopt resolution 2015-01. Councilmember Marshall seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes. 5. Chief King explained the Cooperative Fire Agreement for Gateway Interagency Front and the Cooperative Fire Agreement for BLM and Forest Service. These two agreements are renewals of the mutual aid agreements the City has had in the past with these agencies. Chief King asked the council to approve entering in to these agreements. Councilmember Ellis moved to approve the Mayor entering into the two mutual aid agreements presented. Councilmember Marshall seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison - yes, Marshall -yes. CLAIMS: Computer printout claims for April 15, 2015 were presented to Mayor England and Council. Councilmember Marshall moved to approve the claims. Councilmember Morrison seconded. Roll call vote: Ellis -yes, Lewis -yes, Morrison -yes, Marshall -yes.
