COUNCIL STUDY SESSION AGENDA
April 1, 2015

CALL TO ORDER:
The Mayor called the study session to order at 4pm. Mayor England, Councilmembers
Morrison, Lewis, Ellis and Marshall were in attendance.
GENERAL E usmss:
1. Proposed resolution on utility late fee, shut off fee and return check fee.
Employees of the Clerk's office were present to discuss with the council the challenges
they have had with utility billing. They discussed the ongoing measures the Clerk's
office implements in trying to improve the utility billing process for our citizens and the
city. For example, just two months ago, the wording on the delinquent notice was
changed to more clearly communicate the deadlines the citizens would need to meet in
order to avoid the City's delinquency fee. The difference these little changes make was
discussed. The Clerk's office would like to see a return check fee, however, the Clerk's
office would like the current delinquent fee of $50 with no additional shut off fee remain
unchanged.
It was also discussed giving the Mayor more latitude in working with those who are
delinquent.
2. Discussion on utility billing being in landowner's name or with agreement for appointed
agent for third party billing.
Employees of the Clerk's office provided billing information on rental properties in the
City of Chubbuck. Also discussed were the accounts payable, the allowance for
uncollectable accounts and bad debt. The City of Meridian, currently requires the
utilities of any given parcel be in the land owner's name unless the land owner has signed
an agreement for an appointed agent, then would the utilities be allowed to be in the
agent's name. This is a model the Clerk's office would like to adopt for the City of
Chubbuck.
