COUNCIL STUDY SESSION AGENDA
March 11, 2015

CALL TO ORDER by Mayor Kevin England.
Mayor England excused Brent Marshall.
GENERAL BUSINESS:
1. Family Services Alliance request for funding.
Sara O'Banion, Exec Director, Family Services Alliance, 355 S Arthur Pocatello Idaho
asked the Council to continue their financial support of FSA. FSA is involved with
advocacy for assault, violence, and trafficking victims. They have emergency shelters
and trauma sensitive counseling as examples.
Councilmember Lewis asked if FSA was not-for-profit? Ms. O'Bannon explained FSA's
private non-profit status. FSA operates in three counties with four offices that include;
Pocatello, Downey, American Falls and Soda Springs.
2. Criteria for the denial of licensing within the City of Chubbuck.
Chief Severe provided a letter for the councils review. Mayor England would like the
council to take a change like this very slowly and carefully. The appeals process the
Council has just been through is part of our ordinance and will remain with any criteria
changes we make. Councilmember Lewis doesn't think we need to change the
ordinance. He would like to see the Chief be able to use more discretion, if he feels it
appropriate, in his decisions.
3. Pledge and invocation at City Council meetings, dates for study session.
Councilmember Morrison has found it difficult to find invocations. He suggested to go
to pledge only as opening and rotate leading the pledge among the four councilmembers,
unless there is an obvious choice in the audience.
The Mayor asked if there was input in changing the dates and times of the study sessions.
It was suggested we look at having the study session at 4pm on the first Wednesday of
each month right before the scheduled council meeting.
4. Proposed resolution on utility late fee, shut off fee and return check fee.
The proposed utility fee resolution was presented to the council. The proposal included
reducing the delinquent fee from $50 to $20. It also included instituting a termination fee
of $50 and a return check fee of $25. The council will get the input on making these
changes, from utility billing office at the April Study Session.

5. Discussion on utility billing being in landowners name or with agreement for
appointed agent for third party billing.
A discussion on the possibility of tying the utilities offered by the City of Chubbuck to
the parcel rather than to the occupant was had. The City of Meridian currently does this
and has great success in making it work. The Council would like to know more details
about the problems and the dollars affected by this change.
6.Budget Calendar
The budget calendar was discussed at the council meeting. The discussion included
adopting the tentative budget June 17, holding the public hearing August 5 and finalizing
the budget August 19, 2015.
