Cotant, Council members Leroy S. Quick, Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Meeting was called to order at 6:45 p.m. by Mayor Cotant. PURPOSE OF THE MEETING is to conduct a Chubbuck Development Authority Meeting. CHUBBUCK DEVELOPMENT AUTHORITY MEETING APPROVAL OF CHUBBUCK DEVELOPMENT AUTHORITY MINUTES - Chairman Mayor John Cotant asked for corrections or additions to December 10`h, 2002 and February 11`h, 2003 Chubbuck Development Authority Meeting Minutes. Councilman Kearns moved to approve the December 10`h, 2002 and February 11`'', 2003 Chubbuck Development Authority Minutes as read, Councilman Gunter seconded. All Chubbuck Development Authority Board Members voted in favor of motion. - PROPOSED URBAN RENEWAL BOUNDARY CHANGE - Kathleen Lewis, SICOG stated because this is a revenue allocation area we have to expand the boundaries, we can only spend monies in the boundaries of the revenue allocation area. PWD Smart presented a proposed revised Urban Renewal Area Map for review, (attached). The red outline shows the additional proposed urban renewal area. Kathleen Lewis stated, at this point we are not changing any of the properties already tagged. Kathleen is working with the Bannock County. Kathleen Lewis stated the CDA does not actually change the plan tonight, the CDA recommends to the Chubbuck City Council a revision to the Urban Renewal Plan/Revenue Allocation Area. There is a requirement that there be a thirty day publication in the newspaper, also required to go before the Chubbuck Land Use & Development Commission. Councilman England moved to recommend to the Chubbuck City Council a revision to the Urban Renewal Plan/Revenue Allocation Area., The Chubbuck Development Authority recommends that the City Council proceed with the process to amend the Revenue Allocation Area Boundaries to incorporate the attached "Description of Project Area -Urban Renewal as the new boundaries of the Revenue Allocation Area, 53 COUNCIL MEETING MINUTES - (cont.) PWD Smart gave a report on future Urban Renewal Projects. 1. Proposed Country Side Apartments Project - Yellowstone Ave. 2. Hiline Road - Pheasant Ridge Apartments. 3. Covering Hiline Irrigation Canal - Interstate 86 to E. Chubbuck Road. 4. Approach for Tastee Treet on Yellowstone Ave. 5. Evans Lane, Burnside Ave, Kingsway around to Mills End Fabric to Burley Drive. 6. Evans Lane straight through to Burley Drive. England, Coune member Mankn C Gunter, Council member � RECOMMENDATION BY THE CHUBBUCK DEVELOPMENT AUTHORITY April 22, 2003 The Chubbuck Development Authority recommends to the Chubbuck City Council a revision to the Urban Renewal Plan/Revenue Allocation Area.
