Idaho representing PROJECT: Site Plan Review - Quick Service Store and Gas - Yellowstone and Burnside Ave. Mayor Cotant, Steve Smart, Kent Kearns, Ron Conlin, Cary Campbell, Jerry Rowland, Jim Phelps, Cary Campbell, Larry Kohntopp, Gerd Dixon and Charlie Dickman. Jim Lash, Twin Falls, Idaho was present and presented pretty much tile same Site Plan as was presented previously. Mr. Lash explained why he thought this was the best site plan to get the traffic in and out. Mr. Lash presented pictures of the proposed development. Lash stated Jackson Oil would prefer two accesses on Burnside Ave. and one access on Kings Way. Mr. Lash was told Jackson Oil is required to meet the Access Management Guidelines, which state, only one access per property 160~ from Yellowstone Ave. City will allow an access on Kings Way, approx, at center of the property. Attorney Holmes cited examples of problems if the guidelines are not followed. Mayor Cotant suggested redesigning the direction the proposal faces. Mr, Lash said this would be possible. Steve Smart said the minimum is 160' from Yellowstone Ave., Jackson Oil could go further toward east with the access, and have less footage coming to the west. Forty feet is the maximum curb cut. Steve said across the street, Casa Ole is willing to landscape the area in front of their required landscaping, in which they will install the landscaping then the City will maintain the area. Mr. Lash said he did not think Jackson Oil Co. would object to landscaping the required l0s, plus the area in front to Yellowstone Ave. Steve said he thought the City contributed approx. 25% to the area in front of the required landscaping. After discussion, Mr. Lash said he will take the requirements to Jackson Oil Management and report back.
