Present: Mayor Cotant, Attorney Tom Holmes~ Steve Smart, Ron
Conlin, Cary Campbell, Jerry Rowland, Jim Phelps and Larry
Kohntopp.
Terry Commons was present to present plans for the proposed
project.
Common explained he has been working with the State Health
Department. The plans are to cater the events, with very
limited food preparation. The project will be seasonal with
most business being around Halloween and Christmas. There will
be no alcoholic beverages served.
Mr. Commons explained he is a magician, the most people at an event
at any one time will be 15 people.
Buildin~ Official Cary Campbell stated the parking spaces there
now will meet parking requirements.

Smart told Mr. Commons he is required to meet with Project
Engineer Gerd Dixon and complete an Industrial Use Discharge
Permit to determine whether or not, a grease trap is required.
It was stated the required 10' landscaping on Yellowstone Ave. was
never completed, although it was required when the Day Care
Center went in. Mr. Commons said he would not have a problem
installing the landscaping with automatic sprinklers prior to
opening. Mr. Commons stated he would prefer installing grass
rather than any other landscaping. Design Review Committee was
in favor of frass being installed.
Mr. Commons said the Day Care Center will continue to operate in
the same location.
Mr. Commons said he would like to open by October I0, 1997.

After discussion, Design Review Committee decided to allow
Design Productions, L. Randall Hale to operate a Specialty
Ding, er/Show/Entertainment business at 4876 Yellowstone
subject to the 10' grass landscaping, with automatic sprinkler
system bein~ installed prior to the opening of the business.
