Construction of building at the intersection of East
Chubbuck and Fairgrounds Road
Present: Mayor John O. Cotant, Attorney Thomas J. Holmes, Steven Smart, Cary Campbell,
Jerry Rowland, Eric King, Ron C. Conlin, Jim Phelps and Gerd Dixon.
Idaho Power purchased two acres of property and wants to construct an electrical sub-station at
the intersection of East Chubbuck Road and Fairgrounds Road.
Blaine Johnson said, the State declined their application to install a pole in the Interstate 15
median. He said Idaho Power plans to span the line across the interstate, and asked how
high can the pole be. Steve stated, on the east side of the Interstate 15 the height
restriction on poles are 70', on the west side of the Interstate, Idaho Power will be
required to apply for a conditional use permit for a pole above 35'.
Idaho Power stated there will be restroom facilities in the building.
Discussion about easements in area.
Blaine Johnson said there will be only one or two Idaho Power tracks on the property.
Design Review Committee approved the site plan Idaho Power presented, subject to Idaho
Power meeting the following requirements:
1. The E. Chubbuck Road access is temporary, until Fairgrounds Road can be developed,
at this time, the Idaho Power Sub-Station will access to Fairgrounds Road.
2. Idaho Power will meet all landscaping requirements, including installation of
automatic sprinkler system, prior to September 1, 1998.
3. Idaho Power will install an 8' chain link fence, with PVC slats, around the building.
4. Idaho Power agreed to take care of any dust and weed concerns on the property.
5. Sidewalks and curb will be required on E. Chubbuck Road at such time of future
development bordering Idaho Power requires curb and sidewalk.
Blaine Johnson said, Idaho Power will do their bestto stop or min~fize any interference to
