Present: Mayor John O. Cotant, Attorney Thomas J. Holmes, Steven Smart, Jim Sempek,
Jerry Rowland, Eric King, Run C. Conlin, Jim Phelps and Larry Kohntopp and
Sean Harris.
Richard Stallings, Developer and Rodney Burch, Rocky Mountain Engineering were present to
discuss with Staff their proposed plan to construct a cluster arrangement of nice Mobile
Homes, with Restrictive Covenants. Mr. Stallings stated most of the homes will be
double wides, but there will be some single wides also. At this time they would like to
see what the chances of the City annexing, and allowing the property to be developed this
way. Mr. Stallings said the lots would be owned by developer, then rented to the mobile
home owner.
Concerns were expressed by Staff:
1. The homes should be set with front of house facing the street.
2. Concem of the development looking like a trailer court.
3. Minimum of 25' road widths.
Mr. Stallings was directed to present a site plan, showing all plans, streets, fire hydrants of the
proposed development.
