DESIGN REVIEW SUBJECT: Haircuts Etc. wants to move to a new location.

APPLICANT:
Wendy Lobdell - Haircuts, Etc.
PROJECT:
Wendy Lobdell wants to move her business, Haircuts, Etc. to
4876 Yellowstone Ave., #3. (Formerly a portion of Alister's
Drawbridge Day Care.
Present: Mayor John O. Cotant, Lan3' Kohntopp, Jim Sempek, Sean Harris, Jerry Rowland, Ron
Co,din and Jim Phelps.
Wendy Lobdell, Haircuts, Etc. explained she wants to move her business, Haircuts, Etc. at 4519
Yellowstone Ave. to 4876 Yellowstone Ave. #3.
BO Jim Sempek expressed the tbllowing concerns:
1. Jim Sempek asked Wendy Lobdell to present a detail parking plan, which should
include handicap parking requirements. Wendy Lobdell thought the lot was already
striped and includes the handicap parking, she said she will check out and get back
with Jim Sempek.
2. Wendy Lobdell will check to make sure the door entrance is 36".
Wendy Lobdell stated she is using the same sign already there. LarD' Kolmtopp said he thought
the sign met all City requirements.
Design Review Committee approved the move, subject to the parking, handicap parking and door
requirements are complied with, prior to Wendy Lobdell receiving a Certifi~3ate of
Occupancy.
Wendy Lobdell said she will apply for a business license.

DESIGN REVIEW
Title 18.16.040 Of the Chubbuck Municipal Code requires that all use
districts in which the Design Overlay District is combined shall be required to
obtain design review clearance prior to obtaining building permits or land use
permits. All applications shall be accompanied by appropriate architectural and
site development plans to scale which shall show structure locations,
landscaping plans (including the landscaping materials to be used and the
location of landscape areas), permanent existing trees, ground treatment, fences,
off-street parking and circulation, location and size of adjacent streets, north
arrow and property lines, drawings of major exterior elevations showing
building materials and proposed color scheme, existing grade and proposed new
grades. All such drawings and plans shall be reviewed by the Design Review
Committee.
The following shall be considered in review of the application.
The effect of the site development plan on traffic conditions or streets.
The layout of the site with respect to locations and dimensions of vehicular and
pedestrian entrances, exits, drives and walkways.
The arrangement and adequacy of off-street parking facilities to prevent traffic
congestion.
The location, arrangement and dimension of truck loading and unloading
facilities.
The circulation patterns within boundaries of the development.
The surfacing and lighting of off-street parking facilities.
The number, location, color, size, height, lighting and landscaping of outdoor
advertising signs and structures in relation to the creation of traffic hazards and
the appearance and harmony with adjacent developments.
Landscaping The location, height of materials of walls, fences, hedges and
screen plantings to ensure harmony with adjacent developments or to conceal
storage areas, trash areas, utility installations and other unsightly development.
The planting of ground cover or surfacing to prevent dust and or erosion.

The unnecessary destruction of existing healthy trees.
Compliance with the requirements of Chapter 18.14 (Landscaping) of this title.
Drainage The effect of the site development plan in relation to the
adequacy of the storm and surface water drainage proposals.
The Design Review Committee's decision shall be set forth in a written
memorandum lodged with the City Clerks Office.
NOTE: All complete submittals / plans are to be submitted
at least one week in advance of the scheduled design review
meeting. Meetings are held each Tuesday morning at 10:30 AM.
