Preliminary Plat, Site Plan for The Willow Subdivision.
Present: Mayor John O. Cotant, Attorney Thomas J. Holmes, Steve Smart, Larry Kohntopp,
Eric King, Ron C. Conlin, Jim Phelps and Gerd Dixon.
Project Engineer Gerd Dixon told Larry Herrud there will be only one access allowed onto W.
Quinn Road. Larry Herrud said they will be able to make the plan work with one access.
Larry Herrud was asked why, since the prior plan was approved by the Land Use and
Development Commission and Council, why they do not use it. Larry Herrod stated, after
review the prior plan they found it will not work financially.
Larry Herrud stated the main difference in the two plans, are the new plan includes garages for
storage space rather than car ports with no storage space.
PE Dixon stated the storm drainage presented on the plan is not sufficient. PE Dixon said the
project will require a design for hundred year storm.
Discussion about required landscaping, sprinkling, etc. Larry Herrud said a plan has not been
formulated for landscaping. Larry Herrud was told, lawn, with automatic sprinkling
system is required.
Discussion about emergency vehicle accommodation.
Discussion about, in the interest of time, a Short Plat be allowed. Short Plat includes Preliminary
Plat and Final Plat to be approved at the same time.
The following, are conditions of plan approval: 1. Only one access allowed.
2. Storm Drainage Requirement - Developers are required to design and present for a
hundred year storm.
3. Turf Landscaping Requirement, with automatic sprinkling system.
4.6' Slatted Fence Requirement.
5. Required to meet street right-a-way setbacks. City will advise the developers of the
setbacks.
The developers are required to present a revised preliminary plat and site plan addressing all
conditions discussed; at Design Review Meeting, Tuesday, October 6, 1998 at 10:30 p.m.
