Present: Mayor John O. Cotant, Attorney Thomas J. Holmes, Cary Campbell,
Jerry Rowland, Eric King, Ron C. Conlin, Jim Phelps, Kent Kearns, and
Gerd Dixon.
Jackson Food Store Representatives presented a revised site plan. They said they are showing one
pump less, and a smaller store than presented on the original site plan.
Representative stated the eastern portion of site plan might be sold to some sort of fast food
operation in the future, but for now Jackson Store would prefer to gravel the eastern half,
(of the property).
Representative stated the only large trucks that should enter the property are gas refilling trucks.
The balance of trucks that come in, should be of smaller size for store deliveries, etc.
The following was discussed:
1. Whatever radius there can be without moving the main power poles on Yellowstone
Ave. to Burnside Ave. The will be a 30' radius on the E. Burnside access.
2. Storm drain - catch basin, with seepage pit, prefer the west side of property. If a swale
was use, it would help. Gerd suggested a drainage plan be presented to Staff.
3. Curb, gutter and sidewalk, with required landscaping, sprinkling around the
the north side and east side of Burnside Ave. Representative agreed to use grass for
the major portion of landscaping.
4. If gravel is used on the east side of lot, there needs to be dust abatement on any gravel.
5. Fire hydrant is required on island between Yellowstone Ave. and Burnside Ave.
6. If Jackson Food Store is willing to install the landscaping fronting Yellowstone Ave.
The City will maintain the Yellowstone Ave. frontage only.
Design Review Committee approved the revised site plan with the following conditions:
1. Radius from Yellowstone to Burnside Ave. to be as wide as can be acquired without
moving the main power pole.
2. Jackson Food Representative agreed to bring in a storm drainage plan. Gerd suggested
they use a catch basin, with a seepage pit, preferably to the west of property. A swale
will help.

3. Curb, gutter and sidewalk, with required landscaping, including automatic sprinkling
system around Yellowstone frontage, north and east frontage to E. Burnside Ave.
Grass will be major part of landscaping.
4. Required dust abatement on undeveloped part of property..
5. Fire hydrant required on island between Yellowstone Ave. and E. Burnside Ave.
6. If Jackson Food installs the landscaping on Yellowstone Ave, city will maintain the
Yellowstone Ave. frontage of landscaping. This is only in the Yellowstone Ave. Right-
a-Way, not on Jackson Food Property.
