October 26th, 1999 Wal-Mart Store Addition to Wal-Mart Store, 4240 Yellowstone Ave. Present: Mayor John O. Cotant, Attorney Thomas J. Holmes, Steve Smart, Jerry Rowland, Jim Sempek, Eric King, Ron Conlin, Jim Phelps, Sean Harris and Larry Kohntopp. Ben Spenser, Pacific Land Design was present to present the proposed site plan. Mr. Spenser explained the addition is to the south of the current Wal-Mart Building, additional parking is to the southeast. The only change to the north of the current building is a rearrangement in there garden area, with an additional fence. The parking stalls on the lot will be changed to 90 degrees rather than slanted. Police Chief Jerry Rowland expressed concern about law enforcement with the major portion of parking addition being in the City of Pocatello. PC Rowland stated the City of Pocatello and the City of Chubbuck will have to enter into a Intergovernmental Agreement addressing Fire and Police enforcement for the addition. BO Jim Sempek stated all permits should be regulated through the City of Chubbuck. Most of the building addition is in the City of Chubbuck. Mr. Spenser said he thought the building addition will start in February of 2000. Mr. Spenser said Wal-Mart will complete a study on whether or not a deceleration lane is needed on Yellowstone Ave. Design Review Committee approved the site plan presented, subject to the following: 1. A deceleration lane will be constructed on Yellowstone Ave.
