Cotant, Attorney Thomas J. Holmes, Steven Smart, Sean Harris, Larry Kohntopp, Ron C. Conlin, Jim Phelps and Eric King. Josie Kelsey and Steve Bartlett were present to present a site plan for Blaser Homes, Mobile Home Sales Lot. The Site Plan showed an access from Yellowstone Ave. Blaser Homes were told the City adopted the Access Management Guidelines which limits accesses on Yellowstone Ave. The following requirements were discussed: 1. Temporary Yellowstone Ave. access to be discontinued when street to north of property is developed. 2. Landscaping, curb, gutter and sidewalk, installed on Yellowstone Ave frontage. 3. Landscaping, curb, gutter, sidewalk and street improvements on street easement to north of property. Access is required to be 150' from Yellowstone to access to mobile home sales lot. 4. Discussion about Blaser just doing landscaping, curb, gutter and sidewalk and just graveling the easement, then entering into a development agreement for the street improvements when the north side develops. 5. Required to apply for a short plat. Representatives for Blaser Homes stated, ifBlaser is required to do the street improvements, the project will not go because of the cost. Blaser Representatives were directed to redesign their mobile home sales lot to fit the access being 150' from Yellowstone Ave.
