COUNCIL MEETING MINUTES
July 8, 1986
Minutes of*4 ia� coV*ntil meeting held in the city municipal building,
on
July 8, 1986.�e �ouncil was invited to the Little League & Pony League Awards
Program at 6:30 p.m., July 8, 1986, therefore the regular meeting was moved to 5:00p.rr
Present: President of Council Steven M. England, Councilmembers Becky A. Hopkins,
Leroy S. Quick, Boyd L. Fullmer, Attorney B. Lynn Winmill, Engineer Steven
M. Smart and City Clerk Ron C. Conlin. Mayor John 0. Cotant was excused.
Meeting called to order at 5:10 p.m. by President of.Council Steven M. England.
PURPOSE OF MEETING was to consider the following: 1) Approval of minutes of
June 24, 1986 and Special Meeting Minutes of July 1, 1986. 2) Ordinance -
vehicle weight restriction on Hiline Road. 3) Ordinance - Taxi Cab. 4) Agree-
ment - Magistrate Court - Withheld judgements. 5) Discussion - purchase of
Kuroki-Tanabe property. 6) Presentation of Computer print-out and handcheck
claims.
APPROVAL OF MINUTES - President of Council Steven M. England asked for corrections
and additions to the minutes of June 24 and Special Meeting Minutes of July 1, 1986
Councilwoman Hopkins moved to approve the minutes of June 24, 1986 as read.
Councilman Fullmer seconded. All councilmembers voted in favor of the motion.

motion.
VEHICLE WEIGHT RESTRICTION ON HILINE ROAD - Engineer Smart stated an Associated
Foods truck had knocked down a pole at Chubbuck Road & Hiline Road.
Engineer Smart stated Hiline Road is part of the detour route, therefore the
City might get help from the State with some repair work on Hiline Road.
Engineer Smart and Attorney Winmill are working to prepare an ordinance on
vehicle weight restriction on Hiline Road.
Engineer Smart said signs have been ordered and are in route. These signs say
there should be no truck/trailer combinations on Hiline Road. The State is
providing the signs.
RESOLUTION #4-86 - Directing Chief of Police pursuant to provisions of Section
10.08.030 of Chubbuck Municipal Code to place a traffic control sign on Hiline
Road, which would prohibit tractor/trailer combinations on Hiline Road.
Councilman Fullmer moved to adopt Resolution #4-86 as read. Councilman Quick
seconded. Roll Call Vote: Hopkins, yes; Quick, yes; England, yes; Fullmer, yes.
ORDINANCE - TAXI CAB - After discussion it was decided to put the Taxi Cab Ordinance
on the July 22, 1986 Council Meeting Agenda.
MAGISTRATE COURT AGREEMENT - Attorney Winmill gave a report on a meeting attended
by Mayor Cotant, Mayor Finlayson, Attorney Winmill, Attorney Legler and magistrate
judges.

-.- Aftet-discussion it was decided Attorney Winmill would prepare an agreement
that would settle the issue about how the magistrate is holding funds from the
cities and present it to Mayor Cotant and Council at the July 22, 1986 Council
Meeting.
KUROKI-TANABE PROPERTY - Engineer Smart stated Mr. Shizowa had not contacted all
the individuals involved in the proposed land sale. The individuals he was able
to contact felt they would like recieve payments for the land over a period of
time. They are asking $75,000.00 for the land -and would like 3 payments of
approx. $27,400.00.
It was the Councils concensus to negotiate ,fora lower sell price if possible.
After discussion it was decided Engineer Smart would proceed with further
negotiates and report to Mayor Cotant and Council.
CLAIMS - Computer print-out and handcheck claims have been presented to the Council.
After discussion Councilwoman Hopkins moved to approve the computer print-out
and handcheck claims as read. Councilman Quick seconded. All councilmembers
voted in favor of motion.
At 6:25 p.m., Councilman Quick moved, Councilman Fullmer seconded, with full
council approval to adjourn meeting.

CALL OF SPECIAL MEETING
CITY OF CHUBBUCK
Pursuant to Idaho Code Section 50-604, the undersigned
Mayor of the City of Chubbuck, Idaho, hereby calls a
special meeting of the City Council to be held at the
Chubbuck Municipal Building, 5160 Yellowstone Ave., at
the hour of 5:00 p.m., on this date the 8th of July, 1986.
The object of the special meeting shall be to consider the
following: 1) Approval of minutes of June 24, 1986 and
Special Meeting Minutes of July 1, 1986. 2) Ordinance.- vehicle
weight restriction on Hiline Road. 3) Ordinance = Taxi Cab.
4) Agreement - Magistrate Court -Withheld judgements. 5)
Discussion - purchase of Kuroki-Tanabe property. 6) Presentation
of Computer print-out and handcheck claims - See attached.
