COUNCIL MEETING MINUTES
February 13`h, 2001
Minutes of a regular meeting held at the Chubbuck City Council Chambers, February 13`h, 2001.
Present: President of Council Steven M. England, Council members Leroy S. Quick, Marvin C.
Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M.
Smart and City Clerk Ron C. Conlin. Mayor John O. Cotant was excused.
Meeting was called to order at 7:30 p.m. by President of Council Steve England.
INVOCATION was given by Bishop Galen Adams, Chubbuck Stake 8th Ward, The Church of
Jesus Christ of Latter -Day Saints.
PLEDGE ALLEGIANCE TO THE FLAG was lead by William Carter.
APPROVAL OF MINUTES - President of Council England asked for corrections and additions
to the regular meeting minutes of January 23rd, 2001.
Councilman Kearns moved to approve regular meeting minutes of January 23rd, 2001 as
read, Councilman Quick seconded. All council members voted in favor of motion.
GRANT OF UTILITY EASEMENT - Executed by and between John O. Cotant and Alice
Cotant, the City of Chubbuck and said Easement is granted to Idaho Power Company.
Attorney Holmes stated in talking to Rodney Burch, he indicated the easement should run
to Idaho Power since it is their utility pole; but the accommodation Mayor Cotant made in
having that pole put in the middle of the property was to the benefit of the City, thus Mr.
Burch thought the City should bear any cost of relocating the pole when future
development occurs on the John O. Cotant lot.
Councilman Gunter moved to approve the granting of the utility easement, (temporary
and permanent) and City of Chubbuck agrees to pay for the cost of relocating the
Temporary Power Pole at such time as relocation is required, Councilman Quick
seconded. All council members voted in favor of motion.
SPONSORSHIP OF BPD'S CMAQ RIDE -LINK APPLICATIONS AND CONSIDERATION
OF FUTURE CMAQ APPLICATIONS -
Mori Byington, Bannock Planning Organization stated BPO can receive and administer
CMAQ funds, but there have been questions if BPO can apply for CMAQ funds, to solve
the problem BPO requests that Chubbuck, Pocatello, or Bannock County be the official
sponsor.

Mr. Byington said the local match for the project will be provided by BPO, there is no
administrative cost to Chubbuck. Mr. Byington said all that is needed is a motion from
the City Council authorizing Chubbuck to sponsor the project on BPO's behalf.
Councilman Kearns moved to authorize the City of Chubbuck to sponsor the CMAQ
Ride -Link project on BPO's behalf and to consider future CMAQ applications,
Councilman Quick seconded. All council members voted in favor of motion.

FC King stated he recommended contracting the following companies to purchase the
following apparatus and loose equipment for the Chubbuck Fire Department:

Councilman Gunter moved to authorize Mayor Cotant to enter into contract with the low
bidder, General Fire Apparatus for $174,719. for the purchase of an International Fire
Truck, Councilman Kearns seconded. All council members voted in favor of motion.

ORDINANCE - Requiring either a guarantee of payment on utility services or an increased
deposit equal to five times the normal deposit, ($200.00).
Kathleen Leary, City of Chubbuck Billing Clerk was present stating she felt the proposed
$200.00 deposit is too high for most people to pay.
Considerable discussion about how the City might guarantee the payment by a property
owner.
After discussion, City Clerk Ron Conlin was directed to invite property owners of rentals
to the next Council Meeting to get their feelings on the proposed ordinance.
RESOLUTION #1- 2001 - Amending the rates to be charged by the City for wastewater collection
and treatment services furnished through the municipal wastewater system.
PWD Smart explained the City of Pocatello raised the rate for treatment at the wastewater
„^ treatment plant. The City of Chubbuck has been charged these new rates since October
ls`, 2000. The rate adjustment appears to be consistent with Pocatello's current policy of
defining the City of Chubbuck as an "in City" customer. The adjustment raises the single
family rate by $0.90 per month.
Councilman Gunter moved to adopt Resolution #1 -2001 as read, Councilman Kearns
seconded. All council members voted in favor of motion.
CLAIMS - Computer print -out claims presented to the Council.
Councilman Kearns moved to approve the computer print -out claims as presented,
Councilman Gunter seconded. All council members voted in favor of motion.
GENERAL DISCUSSION -
City Clerk Conlin announced there will be a Cities - County Meeting, February 22 °d,
2001 at, 11:30 a.m. at the City of Pocatello.
2. Council was in favor of Councilman Kearns suggestion that the Staff advising
volunteers be invited to the Annual Volunteer's Dinner, Thursday, February 15`'', 2001
at J.J. Norths.

At 8:18 p.m., Councilman Quick moved, Councilman Kearns seconded, with full Council
approval to adjourn meeting.

INVITATION TO BID
The Chubbuck Fire Department invites you to submit a bid for the following specified apparatus.
The department appreciates your time and effort to review the specifications and prepare this bid.
The proposal package must be submitted in a Sealed envelope clearly marked on the front and
back "SEALED FIRE TRUCK BID, DO NOT OPEN" as well as indicated the date and time
of the opening.
Bids shall be due on February 13, 2001 at 2pm o'clock and shall be publicly opened there after
the closing. Alter the opening of the bids all documents shall be open publicly viewing bythose
in attendance. Any bid submitted after the closing date and time shall not be accepted and shall
be retumed to the bidder unopened.

All bidders are required to adhere to the published instructions to bidders and the attached written
specifications.

5PM Monday through Friday.
Fire Truck Bid Proposal
The Fire Department is asking the City Council to allow us to purchase a new fire truck, do to the
loss of an engine in an older truck.
Truck History:
The truck to be replaced is a 1974 American LaFrance. This truck is 30 years old and, in the past
six years the engine in this truck has either been repaired or rebuilt 3 times.
1. The engine has been replaced with a used, rebuilt engine that was bartered for with another
fire depamnent less than a year ago with the cost of $700.00 and employee time.
2. The original engine was rebuilt 3years ago for $7,000.00
3. Two years ago we had to replace the heads of the engine for $3,000.00
This truck longer meets National Fire Protection Association standards for fire apparatus
To replace this engine now it would be approximately $12000.00. This truck is in need of some
other repairs to the pump and plumbing besides the engine.
New Truck:
The truck we would like to purchase Would be similar to the white trucks that we Purchased in
1993; it would have a few different changes but not many. With the purchase of this truck we
would like to purchase other equipment to equip the truck. Most of this money is already in the
budget for replacement items. There is grant monies available in May that we can pursue when it
becomes available. When the equipment is bid with the truck, the price of the equipment most of
the time is at a lower price then if we bought it separately tSom the truck.

· 5" Large Diameter Hose
· 3" Supply Hose
· 13/4" Attack Hose
· 10 Self Contained Breathing Apparatus
· 1 Hydraulic Cutter and Spreader
With out having a bid, rough estimates are around $200,000.00.
All apparatus the Fire Department has in inventory was paid for last year. The budget has
$25,000.00 in capital improvements fund developed this fiscal year for this type of incident.
With the capital improvement monies and the monies for replacement items is approximately
$48,000.00 that can be used towards the purchase of this truck and equipment
