COUNCIL MEETING MINUTES
February 26, 1985
Minutes of regular council meeting held in the city municipal building,
February 26, 1985.
Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Thomas S. Nield, Steven M. England, Attorney B. Lynn Winmill, Engineer
Steven M. Smart and City Clerk Ron C. Conlin.
Meeting called to order at 7:33 p.m. by Mayor Cotant.
APPROVAL OF MINUTES: Mayor Cotant asked for corrections and additions to the
minutes of February 12, 1985.
Councilman England moved to approve minutes of February 12, 1985 as written.
Councilman Quick seconded. All councilmembers present voted in favor of the
motion.
KASISKA SUBDIVISION FINAL PLAT - Scott Rhead, Forsgren-Perkins was present representing
Wendall Marshall. Mayor Cotant expressed concern of having only one access in and
out of the Kasiska Subdivision.
It was stated the developer, Wendall Marshall should pave Alpine Road.
After discussion it was decided to table the Kasiska Subdivision Final Plat
until the March 12, 1985 council meeting.
SCHOOL DISTRICT #25 LIFT STATION AGREEMENT - Attorney Winmill presented a resolution
providing for the extension of the city's sewage collection and water system at the
city's expense, and establishing the method by which the city will be reimbursed by
individuals or entities connecting to said extension of the city's sewage collection
or water system.
Attorney Winmill stated his office is in the process of finalizing the resolution
and the resolution will be presented to Mayor Cotant and Council at the March 12.,
1985 council meeting for appoval. Attorney Winmill stated he would have the agree-
ment ready for the March 12, 1985 council meeting.
ORDINANCE - An ordinance of the City of Chubbuck, Idaho, annexing certain lands to
be included within the boundaries and jurisdictional limits of the City of Chubbuck,
Idaho; specifying the zoning classification which shall be applied to said land;
directing the Chubbuck City Clerk to comply with the filing requirements contained
in Idaho Code #50-223 and #63-2215.
Attorney Winmill read the ordinance in full for the first reading. Discussion about
amount of area being annexed.
After discussion it was decided to read at the March 12, 1985 council meeting.
ORDINANCE #263 - An ordinance of the City of Chubbuck, providing for a change in the
land use district with respect to certain lands located in the east one-half
of section 3, Township 6 south, range 34 E.B.M., within the boundaries of the
City of Chubbuck, from Industrial (I); to General Residential (R-2); declaring
that the city council find such re -zoning consistent with the city's comprehensive
plan.

Attorney Winmill read Ordinance #263 in full.
After discussion it was decided to read and adopt Ordinance #263 at the March
12th., 1985 council meeting.
LIQUOR & BEER LICENSE TRANSFER, OXBOW RESTAURANT & LOUNGE - Larry D. Roberts, Oxbow
Restaurant & Lounge has applied for the transfer of a liquor & beer License.
Councilman England moved to approve the transfer of the Liquor & Beer License
from Cargo West, Inc., Oxbow Inn to Larry Roberts, Oxbow Restraurant and Lounge.
Councilwoman Hopkins seconded. All councilmembers voted in favor of motion.
BIDS - FUEL BIDS were opened. The bids were as follows:

After discussion Councilwoman Hopkins moved to accept the low bid of Bowen Oil Co.
Councilman England seconded. All councilmembers voted in favor of motion.
GENERAL DISCUSSION:
1) Councilman Quick gave a report on the Stun Gun.
HANDCHECK CLAIMS: Handcheck claims presented to Mayor Cotant and Council.
After review Councilman Nield moved to approve handcheck claims as presented.
Councilman England seconded. All councilmembers voted in favor of motion.
FINANCIAL STATEMENT for January presented to Mayor Cotant and Council.
At 8:57 p.m., Councilman Nield moved, Councilman England seconded, with full
council approval to adjourn the meeting.
