April 10, 1984
Minutes of the regular council meeting held in the city municipal building,
April 10, 1984.
Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Thomas S. Nield, Steven M. England, Attorney B. Lynn Winmill, Public
Works Director Steven M. Smart and City Clerk Ron C. Conlin. Mayor Cotant was
excused until 8:40 p.m.
Meeting called to order by President of Council Becky A. Hopkins at 7:35 p.m.
INVOCATION was given by Councilman Leroy S. Quick, member of 33rd. Ward, Church
of Jesus Christ of Latter Day Saints.
APPROVAL OF MINUTES - President of Council Hopkins asked for corrections and
additions to the minutes of March 27, 1984.
Councilman Nield moved to approve minutes of March 27 as written. Councilman
England seconded. All Councilmembers voted in favor of the motion.
WAIVER OF PLATTING - CHASE -ANDERSON'S LANDSCAPING, NURSEY, FLORAL & GARDEN CENTER,
206 and 212 East Chubbuck Road, waiver of platting requirement to conform -'to new
Comprehensive Plan for street development of 66' width on East Chubbuck Road.
President of the Council Hopkins asked if there were any questions. Public Works
Director Steve Smart stated the area is already platted.
Councilman Nield made motion to permit the wavier of platting to Chase -Anderson's
Landscaping, Nursery, Floral & Garden Center as per the recommendations of the
Land Use & Development Commission. Councilman Quick seconded. Roll Call Vote:
Hopkins, yes; Quick, yes; Nield, yes; England, yes.
ORDINANCE #247 - An ordinance of the City of Chubbuck, Idaho, providing for the
changing of the name of a portion of Stuart Avenue to James Steet; providing
for the changing of the name of Leah Street to Joel Street; and providing when this
ordinance shall become effective.
President of Council Hopkins read the Ordinace #247 by title for the third reading.
Councilman Quick moved to adopt Orinance #247. Councilman England seconded.
Roll Call Vote: Hopkins, yes; Quick, yes; Nield, yes; England, yes.
PROCLAMATION FOR POPPY DAYS - Mrs. Dean Renfrow was present and explained the
proclamation to Mayor Cotant and Council. Mayor Cotant read the proclamation in
full.
Councilman Nield moved to authorize Mayor Cotant to proclaim the month of May,
1984, as Poppy Month and May 25th and 26th as Poppy Days in our community.
Councilwoman Hopkins seconded. All Councilmembers voted in favor of motion.
LIQUOR CATERING PERMIT - Oxbow Restaurant & Lounge has applied for a liquor catering
permit to cater the South Eastern Idaho Sailing Association at the Oxbow Motor
Inn, April 14, 1984, 5:00 p.m. to 12:00 a.m.

After discussion Councilman Nield moved to approve a liquor catering permit
to the Oxbow Lounge on April 14th, 5:00 p.m. to 12:00 a.m. Councilwoman
Hopkins seconded. All Councilmembers voted in favor of motion.
CITY UTILITIES ON WHITAKER ROAD - Attorney Winmill passed to Mayor Cotant and
Council a copy of an ordinance empowering the City to extend the City's
sewage collection system and allocate the cost of installing and constructing
such an extention.
Public Works Director Steve Smart presented costs on servicing the proposed
school on Whitaker and Syphon Roads. The estimated costs on the sewer portion
is: 1) From Yellowstone Ave to Whitaker will be $94,000.00. 2) From Whitaker
to the school would be $63,000.00. Steve said the water project will be $35,000.00.
Councilman Quicksuggested contacting the County and asking them to participate,
After discussion it was decided to make changes and discuss at the next council
meeting.
HOMESTEAD ROAD - Mayor Cotant and Council discussed ways of getting water and
sewer down Homstead Road.
ORDINANCE - An ordinance of the City of Chubbuck, Idaho, regulating the parking
of vehicles within the city, business hours on selected days of the week,
providing that the days on which on -street parking shall be prohibitied shall
coincide with the days of garbage collection; providing for -the -posting -6f
signs indicating the days on which on -street parking is prohibited;
providing for the severability of the provisions of this ordinance and repealing
prior conflicting ordinances.
After discussion it was decided to discuss at the next council meeting.
GENERAL DISCUSSION -
1) Discussion about baseball parks.
2) Justin Lowder asked to be added to the City sewer line.
3) Bistline Park - Discussion on City's liability in the park. Problems in the
park: 1) Traffic Flow on Chubbuck Road. 2) Electrical wiring 3) Crosswalk
4) Canal 5) Size of Park.
CLAIMS - Computor print-out claims and handcheck claims have been presented to Mayor
Cotant and Council.
After review Councilman Nield moved to approve claims as presented. Councilman
England seconded. All Councilmembers voted in favor of motion.
At 10:50 p.m., Councilman Quick moved, Councilman Nield seconded, with full
council approval to adjourn meeting.
