May 22, 1984
Minutes of regular council meeting held in the city municipal building,
May 22, 1984.
Present: President of Council Becky A. Hopkins, Councilmembers Leroy S.
Quick, Steven M. England, Attorney B. Lynn Winmill, Engineer Steven M.
Smart and City Clerk Ron C. Conlin. Councilman Nield was excused until
9:00 p.m. Mayor John 0. Cotant, Jr. was excused.
Meeting called to order at 7:30 p.m. by President of Council Hopkins.
INVOCATION was given by Councilman Steven M. England, 39th Ward, Church of
Jesus Christ of Latterday Saints.

APPROVAL OF MINUTES - President of Council Becky A. Hopkins asked for corrections
and additions to the minutes of May 8, 1984.
Councilman Quick moved to approve minutes of May 8 with the following
addition to the motion of Business License Application for Brett Harrison
to operate "Sno Shack". Design Review Committee to require striped parking
next to the building. Councilman England seconded. All Councilmembers present
voted in favor of motion.
BUSINESS LICENSE APPLICATION - Bruce H. Damewood, has applied for a business
license to operate a wholesale shipping warehouse at 4950 Valenty Road.
(Norden Laboratories).
Mr. Damewood was present and explained the nature of his business to the
Council.
After discussion Councilman Quick moved to approve a business license to
Norden Laboratories, Inc. Councilwoman Hopkins seconded. All Councilmembers
present voted in favor of motion.
ORDINANCE #253 - An ordinance of the City of Chubbuck, empowering the City to
extend the municipal sewage collection and/or water system and allocate the
cost of installing such an extention to the property benefited hereby.
After discussion it was decided to read by title only for the second reading.
ORDINANCE - An ordinance of the City of Chubbuck, regulating the parking of vehicles
within the City, business hours on selected days of the week; providing
that the days on which on -street parking shall be prohibited shall coincide
with the days of garbage collection; providing for the posting of signs
indicating the days on which on -street parking is prohibited; providing for
the severability of the provisions of this ordinance.
Attorney Winmill stated he had redrafted the ordinance. The Council discussed
at length. It was decided to put the ordinance on the next council meeting
agenda.
ORDINANCE - An ordinance of the City of Chubbuck repealing Ordinance #236 and
section 20 of ordinance #251 of the City of Chubbuck providing for charges and
rates for water and garbage collection to be established by resolution; prescribing
the billing and collection procedures for water, garbage collection and sewer
services; repealing the conflicting provisions of any prior ordinance to the

extent of such conflict, providing for the severability.
After discussion it was decided to read the ordinance by title for the
first reading. The second reading will be in the June 12th Council meeting.
ORDINANCE #254 - An ordinance of the City of Chubbuck, Idaho, repealing
Chubbuck City ordinance #167 in its entirety; and providing when this ordinance
will become effective.
After discussion Councilman Quick moved to dispense with the rule of reading
the ordinance on three separate occasions. Councilman England seconded.
All Councilmembers present voted in favor of motion.
Councilman England moved to adopt Ordinance #254 as read by President of
CouncilHopkins. Councilman seconded. All Councilmembers present voted in favor
of the motion.
GENERAL DISCUSSION -
1) City Draftsman - Steve Smart presented his ideas on the hiring of a City
Draftsman.
2) Ordinance Violation on Brisco Road.
3) Discussion on purchase of vehicle for shop use.
CLAIMS - Handcheck claims presented to the Council.
After review, Councilman Quick moved to approve claims presented. Councilwoman
Hopkins seconded. All Councilmembers present voted in favor of motion.
At 9:30 p.m., Councilman Quick moved, Councilwoman Hopkins second, with full
Council ,approval to adjourn meeting.
