127 COUNCIL MEETING MINUTES November 27, 1984 Minutes of regular council meeting held in the city municipal building, November 27, 1984. Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Thomas S. Nield, Steven M. England, Attorney B. Lynn Winmill, Engineer Steven M. Smart and City Clerk Ron C. Conlin. Councilman Leroy S. Quick was excused. Meeting was called to order at 7:40 p.m. by Mayor Cotant. APPROVAL OF MINUTES: Mayor Cotant asked for corrections and additions to the minutes of November 13, 1984. Councilman Nield moved to approve the minutes of November 113 as written. Councilwoman Hopkins seconded. All councilmembers present voted in favor of motion. CATERING PERMIT - Application has been made by Bannock Investments for a liquor catering permit to cater a Idaho Central Credit Union event December 8, 1984, 6:00 p.m. to 12:00 p.m. at the El Cielito. Councilman Nield moved to approve the liquor catering permit application of Bannock Investments, Inc. (The Pocket) for the December 8 function. Councilman England seconded. All Councilmembers present voted in favor of motion. CATERING PERMIT - Application has been made by the Silver Dollar Bar for a liquor catering permit to cater a Gem State Federal Credit Union Board of Directors event December 1, 1984, at 5:00 p.m. to 12:00 p.m. at the El Cielito. Councilman Nield moved to approve the liquor catering permit application of the Silver Dollar Bar for the December 1 function. Councilman England seconded. All Councilmembers present voted in favor of motion. ORDINANCE # 261 - An ordinance of the City of Chubbuck, Idaho, amending section 3 (F) of Chubbuck City Ordinance #256 to provide for the establishment of a requirement that any person applying for city utility services must pay to the city a forty dollar security deposit; amending section 3 of Chubbuck City Ordinance #256 by the addition of a new subsection (G) which requires that all past due utility charges be paid prior to the commencement or restoration of city utility services. Mayor Cotant read Ordinance #261 in full. After discussion Councilman England moved to suspend the rule of reading Ordinance #261 on three separate occasions. Councilwoman Hopkins seconded. Roll Call Vote: Hopkins, yes; Nield, yes; England, yes; Quick, absent. Councilwoman Hopkins made motion to adopt Ordinance #261 as read. Councilman Nield seconded. Roll Call Vote: Hopkins, yes; Nield, yes; England, yes; Quick, absent. 129 HANDCHECK CLAIMS - Handcheck claims were presented to Mayor Cotant and Council. After discussion Councilman Nield moved to approved handcheck claims as presented. Councilman England seconded. All councilmembers present voted in favor of motion. POWER LINE RELOCATION - Engineer Steve Smart reported that the Transportation Board held a hearing and issued an order for a power line relocation; Yellowstone Avenue in Pocatello between Lou Avenue and Chubbuck Interchange. Engineer Smart said it would take about two or three months before the poles were moved. COMPUTER - Engineer Steve Smart presented quotes for a computer to Mayor Cotant and Council. Engineer Smart reported on all systems. After discussion Councilman Nield made motion to purchase IBM PC -XT, 256k for $6,031.00. Councilman England seconded. All Councilmembers present voted in favor of motion. GENERAL DISCUSSION 1) Discussion about City paying health insurance for Mayor and Council. After discussion it was decided that Mayor Cotant and Council would be added to City Blue Cross Insurance group. 2) City Clerk Ron Conlin reported on payments recieved on Auto & Truck billings for fire calls. Councilman Nield stated Clark Tank Lines and Matlock, Inc. should pay the billing for fire calls. City Clerk Conlin said he would send delinquent notices to get them collected.
