COUNCIL MEETING MINUTES
December 11, 1984
Minutes of regular council meeting held in the city municipal building,
December 11, 1984.
Present: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins, Leroy S.
Quick, Thomas S. Nield, Steven M. England, Attorney B. Lynn Winmill, Engineer
Steven M. Smart and City Clerk Ron C. Conlin.
Meeting was called to order at 7:30 p.m. by Mayor Cotant.
APPROVAL OF MINUTES: Mayor Cotant asked for corrections and additions to the
minutes of November 27, 1984.
Councilman Nield moved to approve the minutes of November 27, 1984 as written.
Councilman England seconded. All councilmembers present November 27 voted
in favor of motion.
APPLICATION FOR WAIVER OF PLATTING REQUIREMENTS - M. & M. Investments, Matt and
Mark Devisser applied for waiver of platting on lots 9 & 12, Boise Payette
Tracts. Matt & Mark Devisser was present.
Matt and Mark Devisser presented their plans to Mayor Cotant and Council.
Considerable discussion about parking for Chubbuck Lumber and businesses in
the complex.
Councilmembers discussed the curb, gutter and sidewalk requirements that
would apply on Valenty Road, as the building would be on the Chubbuck
Lumber parking lot back to Valenty Road.
Matt and Mark Devisser asked if it would be possible to curb, gutter and
sidewalk the 80' in front of the proposed building, and then curb, gutter and
sidewalk the remaining 80' in the future.
Councilwoman Hopkins pointed out that the safest way for the City to get the
160' curb, gutter and sidewalk is to require it be installed now.
After considerable discussion Councilman Quick moved to approve the waiver of
platting on condition that the applicant install curb, gutter and sidewalk
on the northerly 80' of the Valenty Road right of way adjoining Lot 9, and
that they agree in writing for themselves and their successors interest
that they will install curb, gutter and sidewalk on the southerly 80' of
the Valenty Road right away adjacent to Lot 9, upon any and all development
of Lot 9 or construction of any permanant or temporary commercial structure
on Lot 9 or the use of the northerly 80' of Lot 9 for parking whether permanent
or temporary. Councilman England seconded. Roll Call Vote: Hopkins, No;
Quick, yes; Nield, yes; England, yes.
BUSINESS LICENSE APPLICATION - Kent Braun, Ashton, Idaho has applied for a
business license to sell wood from a truck parked at the Green Triangle
parking lot.
Councilwoman Hopkins moved to approve the business license to Kent Braun
to sell firewood from a truck at the Green Triangle parking lot. Councilman
England seconded. All councilmembers voted in favor of motion.

RENEWAL OF LIQUOR, WINE AND BEER LICENSES - for the year 1985. Police
Department has approved the renewal of licenses to present holders
of beer, wine and liquor licenses.
Councilwoman Hopkins moved to approve the renewal of liquor, wine and
beer licenses for the year 1985 subject to the compliance of all re-
quirements of the ordinance and statutes as determined by the City Clerk.
Councilman Nield seconded. All councilmembers voted in favor of motion.
GROUP W CABLE ORDINANCE - Attorney Winmill passed the ordinance to Mayor
Cotant and Council. Attorney Winmill asked Mayor Cotant and Council to
read the ordinance and if there is any mistakes or changes to advise him
as soon as possible. Attorney Winmill will get the ordinance ready and
have City Clerk Ron Conlin have the ordinance published before the January
8, 1985 Council Meeting. Mayor Cotant read the ordinance by title only.
CLAIMS - Computer print-out and handcheck claims have been presented to Mayor
Cotant and Council.
After discussion, Councilman Nield moved to approve the computer print-out
and handcheck claims as read. Councilwoman Hopkins seconded. All council -
members voted in favor of motion.
SANITATION TRUCK BID - Engineer Smart presented quotes to Mayor Cotant and
Council.

Engineer Smart recommended to Mayor Cotant and Council the City purchase the
Leach Packer and the Ford Chassis.
Councilman Nield moved to approve the purchase of the Leach Packer and the
85 Ford CT 8000 Chassis. Councilman England seconded. All councilmembers voted
in favor of motion.

After considerable discussion it was decided that Councilman Quick would
check out the used 1979 Aquatech and he would report back to the Council
in the January 8 Council Meeting.
WHITAKER ROAD SEWER LIFT STATION - Discussion about a memorandum from Dr. Harris
Allen, Director of Elementary Education. After considerable discussion about
the memorandum it was decided to have a School District representative come
to a City Council Meeting.
At 10:19 p.m., Councilman Nield moved, Councilwoman Hopkins seconded, with full
council approval to adjourn the meeting.
