COUNCIL MEETING AGENDA
November 15, 1983
Minutes of a special meeting held in the city municipal building,
November 15, 1983.
PRESENT: Mayor John 0. Cotant, Jr., Councilmembers Becky A. Hopkins,
Dwain A. Kinghorn. Thomas S. Nield, I__eroy S. Quick, Attorney B. Lynn
Winmill, Clty C1erk'Ron`Cl:„ Conlin. Public Works Dir °ector Steven M.
Smart was excused.
Meeting called to order at 7:40 p.m. by Mayor Cotant.
Approval of minutes: Mayor Cotant asked for corrections or additions to
council meeting minutes of November 8th and 9th.
Councilman Kinghorn moved to approve minutes of November 8th as written.
Councilman Quick seconded the motion. All councilmembers voted in
favor of the motion.
Councilman Quick moved to approve minutes of November 9th as written.
Councilwoman Hopkins seconded the motion. All councilmembers voted
in favor of the motion.
PUBLIC HEARING - A proposal by Robert L. Davis, for DMTM, 30 Debbie Drive,
Pocatello, Idaho, for a change of land use district to General Commercial
(C -2) and for a change of the City's comprehensive plan if necessary
on property owned at 205 and 207 East Chubbuck Road. The existing land
use district for parcel is Industrial (I) and General Commercial (C -2).
Mayor Cotant declared the hearing open.
Mayor Cotant asked for comments in favor of the change. Mr. R. L. Davis
was present. He stated the reasons why he would want the change.
Mayor Cotant asked if there was any opposition to the change. There was
no opposition.
Mayor Cotant declared the hearing closed.
Councilman Kinghorn made motion to allow the change and to adopt the
Findings of fact and Conclusions of Law adopted by the Land Use &
Development Commission. Councilman Quick seconded the motion. Roll Call
Vote: Hopkins, yes; Kinghorn, yes; Quick, yes; Nield, yes.
COLLECTION SYSTEM and Wastewater Treatment Facilities for the treatment
of domestic and industrial waste agreement.
After discussion it was decided to table the agreement until it could
be looked at closer.
EAGLES CLUB - Wesley Allen was present and asked that Mayor Cotant proclaim
Thanksgiving to Christmas Day Family Month. Mr. Allen stated the Eagles
would like the Mayor and Councilmembers to choose a family they felt
contributed the most to the community in 1983. He asked if he could
get the name by the 10th of December. He stated the Eaqles Club would
like to invite the family to the Eagles Club Dinner Dance on the 17th of
December.

Mr. Allen stated the presentation to the family would be between
7:00 p.m. and 8:00 p.m.
Mayor Cotant stated this would be okay and the City of have City
personnal and the Chubbuck Pride determine the family. Mr. Allen also
invited the Mayor and Council to the Dinner Dance.
ORDINANCE #244 - Application for rezoning by Land Investments, Inc.
Mayor Cotant asked if the Councilmembers had a chance to look at the
area in question.
After discussion it was decided to call a special meeting and meet
at Chubbuck and Hiline Road. It was decided to have the meeting on
November 17, 1983 to determine a definite line.
ORDINANCE - Changing a portion of Stuart Ave. to "Vera Ave"
Mayor Cotant stated this is the second reading of the Ordinance in full.
Mayor Cotant asked for comments for the audience. Mr. Harold Cherry
stated that he went up and down the street and he could find nobody
that was in favor of the change.
Mr. Arnold Stuart stated he had given the City the "Park" and did
not think the city should change the name.
Mayor Cotant said the reason for the proposed change is the street
runs in the 300's and then jumps to the 5200's.
Councilman Nield stated the reason for the City to invite residents
to these meetings was to get their opinions. All residents at the meeting
was opposed to the street name change.
After discussion at length Councilman Quick made motion to amend Ordinance
#247, changing a portion of Stuart Ave. to Vera Ave.,to read Stuart Ave.
continuing north pass the library. The portion running east and west to
Hawthorne Road will be renamed James Street. Councilman Nield seconded
the motion. All councilmembers voted in favor of the motion.
DELINQUENT WATER NOTICES - The question was asked whether we needed to
send the delinquent notice on the 15th of the month or wait until around
the first of the month.
After discussion it was decided to direct the office to send the Deliquent
water notices two weeks later in the month. The office will do this on
a three month trial period.
GENERAL DISCUSSION
1) Street Lights on Mingo Lane.
2) Discussion on pictures taken of problem areas in the city.

CLAIMS - Handcheck claims presented to the council.
After review Councilman Nield moved to approve claims as presented.
Councilwoman Hopkins seconded the motion. Vote was unanimous in
favor of motion.
At 9:40 p.m., Councilman Nield moved, Councilman Kinghorn seconded,
with full council approval to adjourn meeting until 5:00 p.m.,
Thursday, 17th of November.
