Miuutes of regular council meeting of mayor and council held in the city municipal
Building November 26, 197~.
Present: Mayor John O. Cotant, Councilmen Dwain Kinghorn, Jack Menard, Earl Romriell
and Wayne Taylor. Attorney Burnett and Clerk Vera Armstrong
Mayor Cotant asked for corrections or additions to November 12 and 15th minutes.
Minutes were approved as written.
BANNOCK HUMANE SOCIETY - Linda Evans, Bob Trego and two other representatives were
present and requested the city donate $5,000.00 to help out on their animal shelter
they are building. The present need is for installation of utilities which they
are asking the $5,000.00.
Attorney Burnett informed Mayor and Council and Bannock Humane Society representatives
he felt the city could not donate as such to the cause but th~city could contract
for services as ma means of participation.
Mr. Trego asked council to please discuss this request and he hoped Chubbuck
would see fit to help with project.
REQUEST FOR SEWER SERVICE - Mr. and Mrs. Dallas Millard, West Chubbuck Rd. requested
permission from city to hook onto Chubbuck sewer line. They live approximately
one and one half miles west of city limits. Engineer Perkins has been contacted
about providing engineering for this line and reported his firm was too busy to
provide plans for this meeting bwt would have them for December l0 meeting.
Councilman Kinghorn suggested city contact Doug Jensen to find out if he can do
this engineering right away.
Mayor and Council discussed high cost of installation of a sewer line in this area
and expressed that perhaps it would be necessary for a cooperative program for
residents in this area to be served by sewer.
SOUTHEAST IDAHO COUNCIL OF GOVER~4ENTS - Mayor and council discussed joining SICOG.
Mayor Cotant read resolution on joining SICOG. After some discussion Councilman
Menard moved the city adopt resolution joining Southeast Idaho Council of
Governments. Councilman Taylor seconded motion with all councilmen voting in
favor of motion.
APPOINTMENT TO TRAFFIC, SAFETY AND BEAUTIFICATION COMMITTEE - Dave Higvee, chairman
has requested Kirk Beck be appointed to this committee. Council and mayor dis-
cussed this appointment. The committee is full now and council have considered
appointing one or two youth on the committee when a vacancy is open.
Councilmen Kinghorn and Romriell informed council the Traffic and Safety Committee
requests the city adopt the Uniform Traffic Control Devices .Manual. Councilman
Romriell also reviewed the minutes of the committees last meeting with council.
Councilman Menard said he felt Chubbuck Road and Hawthorne Road should be curb,
guttered and sidewalks iustalled as soon as possible. Mr. Menard?also suggested
the TS & B committee work in residential subdivisions and try to encourage
residents to install sidewalks.
ACCEPTANCE OF STREETS - Fred Chase has requested a portion of Lily and Henry Street
be accepted for maintenance. Councilman Menard said that Earl Romriell should
be notified when streets are requested for acceptance for maintenance so he can
check for inspections with the city street department. Letter of request delivered
to city office this evening at 5:00 p.m. Acceptance and maintenance request not
approved.

SEWER HOOK UPS - Mayor and council discussed sewer hook-up report.
S~ER CLAIMS - Sewer claims to Idaho First National Bank as fiscal agent=~,800.O0;
Dawson, Nagel, Sherman and Howard as bonding attorneys=6,AAl.15; Rocky Mountain
Note for printing bond=390.00; Forsgren, Perkins & Associates as engineer=ll,600.O0;
were presented to mayor and council for approval. Councilman Menard moved the
above claims be approved. Kiughorn seconded motion with an unanimous vote iu
favor.
ATTORNEY FEE FOR SEWER PROJECT - Mayor Cotant discussed with council the quality
of work Attorney B~u~nett has done on sewer project and has not requested any
additional fees. Mayor Cotant proposed the city pay Mr. Burnett $1,OO0.O0 for
his attorney services on the sewer project. Councilman Menard moved the council
approve $1,000.00 payment to Attorney Burnett. Taylor seconded with an unanimous
vote in favor of motion. City clerk to adjust Forsgren & Perkins claim to
$10,600.00 land make payment to Attorney Burnett.
BUILDING P~P~ITS - Mayor and Council discussed the building permit program and en-
forcement of same. Councilman Menard moved the city clerk issue a building permit
for the fire station and the fee be waived. Motion was seconded by Councilman
Kimghorn and the voting was unanimous.
Councilman Menard suggested the city office issue the application only for
buildimg permits and Ralph Nelson, building inspector review before issuance
of permit. Mayor and councilmen in favor of above suggestion.
WATER ~PROV~MENTS - Mayor and council discussed frequency of water being off in
city. After discussing same Councilman Menard ~made proposal the city install
a pressure valve on East Chubbuck Road so when the electricity is off the city
will have water. Mayor and council were in approval of this proposal.
Mayor and council determined only one counc~ meeting would be held during
December on the 10th.
Meeting recessed at 11:20 p.m.
