Present: Mayor Johu O. Cotant, Jr., Councilmen Jack Menard, Wayne Taylor and Earl Romriell. Attorney Don Burnett and Clerk Yera Armstrong. Meeting called to order at 5:00 p.m. by Mayor Cotant. CLAIM AGAINST SEWER PROJECT - Homer Seamons and Lynn Pardinet of Amcor, Inc. questioned mayor and council if the city knows of any way Amcor, Inc. could get some money from Oregon Cons%ruction Company for materials purchased during sewer construction. The city informed Mr. Seamons and Mr. Pardinet the final inspection was holding up the grant money but perhaps a letter to Oregon Construction Company prior to contacting the bonding company mightm help. POLICE DEPARTMENT PERSONNEL INTERVIEW - Chief Arnold Stone introduced Merrill Steidley to the mayor and council and Mr. Steidley was interviewed. ORDINANCE ~139 - Amending Ordinance #5, specifying the license fees required for establishments handling liquor by the drink shall be the maximum amount authorized by Idaho Code. Mayor Cotant read Drdinance ~139 in full. Councilman Taylor moved to dispense with r~le of reading on three separate days. Councilman Menard seconded motion. Roll call vote: Menard, yes; Romriell, yes; Taylor, yes. Councilman Menard moved Ordinance ~139 be adopted. Councilman Taylor seconded motion. Roll call vote: Menard, yes; Romriell, yes; Taylor, yes. BUDGET 2 Mayor Cotant suggested the city prepare and adopt budget early in the year 1975. ATTORNEY CORRESPONDENCE - Attorney Burnett reviewed following correspondence with mayor and council. Attorney Burnett noted iu letter to Mayor Cotant that Oregon Construction Company, Inc. did not qualify to do business as a corporation in Idaho and recommended no further payment be disbursed unt~ Oregon Construction Company has qualified to do business in the state of Idaho and suggested a cover letter be sent to Oregon Construction Company, Inc. requesting them to respond to the problem. BUILDING PERMITS FOR TRAILERS - Councilman Menard suggestedebuilding permits be required for all trailers placed on residential lots and an inspection required. LANGUAGE OF AMENDMENT TO SUBDIVISION ORDINANCE - Councilman Menard asked Attorney Burnett where language of proposed subdivision amendment came from. Attorney Burnett told him he acquired sample ordinances from AIC and NIMLO. WAT~ IMPROVEMENTS - Mayor and Council discussed the storage tank and water needs of city . Also possible ways of financing. Mayor Cotant feels that it ~hould be a combination general obligation and revenue. SUBJECTS MENTIONED AND DISCUSSED - 1. Mayor police powers withiu one mile of city. 2. Rodew~y Inn sewer and water needs. 3. Injunction against Denny Jones on jmuk cars. 4. Junk and Abandoned Car Ordinance. 5- Railroad Crossing automotic signal. New large reflective signs to be installed. 6. Numbering of Fire hydrants. 7. Caution light at Hiline and Chubbuck Rd. Zoning map to be reviewed and recolored. 9. House numbering and water system map. C~TY ENGINEER - Mayor Cotant talked with Council about possibility of hiring an engineer for the city. Such an employee could take over all inspections and supervise public works. CURB AND GUTT~ ON E~ST CHUBBUCK ROAD along Mobile Manor Addition ~1. Councilman Menard has requested Engineer Jensen to check grade. Mr. Jensen reported grade seemed workable but C~rb design did not provide proper flow line. MO¥ING @F HOUSE IN CHUBBUCK - Mayor and Council discussed the older house to be moved to East Chubbuck Road by Rodney Parrish. Mr. Parrish has not submitted ~ building plans and surety bond with city as yet. SE~ER DEPOSIT - Attorney Burnett informed comncil and mayor that prior to amending sewer rate ordinance it wo~d be necessary for city to have amendment approved by Housing and Urban Development.
