Minutes of regular meeting of the mayor and council held in the city municipal
building November 12, 1972.
Present: Mayor John O. Cotant, Councilmen Dwain Kinghorn, Jack Menard and Earl
Romriell. C~erk Vera Armstrong. Attorney Don Burnett excused because of
illness.
Meeting of October 22 adjourned and this meeting called to order by Mayor Cotant
at 8:00 p.m.
POLICE DEPARTMENT - Chief Arnold Stone was present and informed the mayor and
council Rod Watkins with the Ceta II program had informed him the grant had
been approved for a £ifth man. Chief Stone also told council they had re-
ceived several good applicants for the reserve program. Chief Stone was
requ~s:ted to screen applicants amd arrange for an interview with mayor and council.
HE~RING ON S~gER SERVICE - requested by Max Parrish on sewer installation at 250
Parrish Drive. Mr. Parrish stated Oregon Construction had not installed sewer
properly under the sidewalk at his home and he wanted to come to an agreement
what the city would do prior to him hooking up to the sewer. Councilmen and Mayor
informed Max Parrish the city agreed some time ago to replace sidewalk at his
home if necessary or to see that it would be repaired.
Mr. Parrish asked if when he hooked up to sewer, if the sidewalk did not proper~
could he fix it and bill the city. Jordnn Stuart asked that he call the city
to inspect and determine what needs to be done.
Mayor and Council determined there is no reason Mr. Parrish could not have hooked
up to the sewer at time it was available. Mayor Cotant asked Mr. Parrish if he
had any comment and he answered in the negative.
PAVING GRADE ON PARRISH DRIVE - Max Parrish informed mayor and council the grade
at 239 Parrish Drive in in error and water stands at this point. Mayor and
Council informed Mr. Parrish the city would contact engineer and Bannock Paving
on this matter. ~ngimeer Jensen arrived at meeting and council questioned Mr.
Jensen why water stands on Parrish Drive. Mr. Jensen stated it was plauned for
the drain off to go north and when the stubbed street running north was paved
it no longer took the water.
Mayor and Jordon told ~ngineer Jensen there were several areas in city where
water floods on streets. Mayor said it looked like the city would need to install
some dry wells in Neider Addition, Chase Addition and Stuart Addition.
GRADE ON EAST CHUBBUCK ROAD - Councilman Menard asked Engineer Jensen if ~the
engineers would set grade from the Branson property to Hiline Road.
Councilman Menard asked Engineer Jensen if he felt the drainage problem
throughout the city was Bannock Paving's responsib~fLity or city's responsibility.
Mr. Jensen said he would need to study each problem area separately.
S~gER SERVICE TO HOME ON HAWTHORNE - Rodney Parrish told council the city didn'~
take sewer service to property on Hawthorne they purchased from Jackson.
Mayor and Council told Mr. Parrish this home was not in the city when project
was engineered;
SICOG - Scott McDonald from SICOGaxpl~ined to mayor and council water and sewer
grants no longer exists in single categorical grants and are being offered through
HUD as Community Development Block Grants. Mr. McDonald informed council the
city must submit application with three year capital improvement summary plan,
a housing assistant plan and subject to A-9~ review.
Mayor Cotant asked Mr. McDonald if the city went ahead with a bend issue world
it cut out the city's chances of applying and receiving grant money. Mr.
McDonald told Mayor Cotant he didn't fee~ a bond issue would effect the grant.

Mr. McDonald told council he was taking Mr. Watkins place to report on Ceta II
Manpower program this evening and asked if council had any questions. Mayor
Cotant iuformed Mr. McDonald that Chief Stone had talked to Mr. Watkins and had
been informed the grant had been approved for hiring additional policemen.
SEWER EAS~ENT CLEAN-UP - Max Parrish presented a letter from Mabel Parrish request-
ing city pay an amount of $332.00 for restoring easement~or to take action and
restore property. No action taken.
UNPAID CLA]3~ IN CON~ECTION WITH SEWER CONSTRUCTION - Max Parrish presented letter to
city advising of two claims they have with Oregon ConstructionS l- F~l dirt
from Parrish property=2,175.00; 2- Costs of installation of sewer stub to serve
Mobile Manor Subdivision= 6~5.00. Mr. Parrish asked the city to pay these bills
or guarantee these items be paid before any release of f~nds is made to Oregon Const.
Max Parrish also presented letter stating he had made several requests for completion
of work on easement located by the Parrish sixplex easement and requests the city
or Oregon Construction to pay the following bills; l- Cost of two trees= 500.00;
2- Concrete work= 562.50; 3- Replacement of sidewalks= 250.00; ~- Replacement of
clothesline poles= 25.00; 5- Restoring grassed area= 195.00. Mayor informed Mr.
Parrish the city would review these claims and get back with him.
REQUESTS AND SUGGESTIONS from Councilman Menard
Councilman Menard asked Jordon to get on top of blacktop repair on Mingo Lane.
~ouncilman Menard suggested a running list of unfinished business from council
meeting minutes to be kept for a follow-up at future council meetings.
Councilman Menard requests information on how many sewer hook ups are in and
how many left to be put in.
Councilman Menard requested the zone be entered on all building permits.
Councilman Menard suggests city request information from Farm Home Administration
on financeing industrial development.
Councilman Menard stated h~ would like to review the franchise with Intermountain
Gas Company.
Councilman Menard suggested a letter to businessmen requesting a report of any
in~i~lamable materials kept stored at their business location which is in accord-
ance with the Uniform Fire Code.
~iNANCIAL STATEMENT presented to mayor and council.
ODA~]~ presented to mayor and council for approval. After review Councilman Menard
moved to pay the bills with exception of 197L planning bill of $526.32 to
Southeast Idaho Council of Governments, the ~973 planning bill of $500.00 to
be approved~. Councilman Romriell seconded motion with an unanimous vote in favor.

WATER HOOK UP FEE - Mayor Cotant read cost list of making water hook ups and council
discussed increasing fee. Councilman Menard moved the city instruct the city attorney
to amend ordinance to increase rates for 3/~" hook up to $225.00 and other lines
~ accordingly. Councilman Romriell seconded motion with all councilmen voting in
favor.
