Present: Mayor John 0. Cotant, Jr., Councilmen Dwain Kinghorn, Jack Menard and Earl Rom~ell, Attorney Don Burnett and Clerk Vera Armstrong. Recess~ed meeting of October Id adjourned. Meeting called to order by Mayor Cotant at 8:00 p.m. Mayor Cotant asked for any corrections or additions to October 8 and id minutes. Councilman Romriell asked the following addition to minutes under WATER USAGE be added to October 8 minutes. Mr. Romriell suggested making the same charges avaLlable to private users of water as to contractors and construction purposes. S~ER SERVICE - Earl Romriell reported Arthur Mc0mber had informed him at their meeting he would not sell his property but wo~ald trade parking info, exchange for his sewer charge if city was interested. CETA II M~NPOK~ER PROGRAM - Rod Watkins reported to Mayor and Council he had inquired around state for an employee capable as city manager and was informed such an employee would be about impossible to find. Councilman Menard asked Mr. Watkins if the Ceta program would apply to police hiring. Mr. Watkins informed council their program would work out for this p~rpose. Mr. Watk~s informed council it takes about two weeks to complete the paper work prior to hiring. ~nployment is handled through the State Department of Employment. However, city can interview and hire their ch6ice from applicants. Mr. Watkins presented a memorandum of agreement for participation in Title II of the Comprehensive ~ployment and Training Act. Council approved for Mayor Cotant to sign the agreement. Councilman Romriell asked for Chief Stone to give a written report of his need for a fifth man. CIRCLE K WINE AND BEER LICENSE - Circle K Corporation has applied for their 1975 Wine and Be~r license. After some discussion Councilman Kinghorn moved the ¢ounc~f~ approve the application of Circle K for the 1975 Wine, Beer and Store license. Councilman Romriell seconded motion with all councilmen voting in favor. LIQUOR LICENSE -With the city's increased population the city is able to increas~ the liquor license fee from $375.00 to $~62.50. Mayor and Council agreed to amend ordinance as recommended by Attorney Burnett to allow the city to charge the increased license fee. S~ER DEPOSIT - Mayor Cotant reviewed the requirement of the $30.00 sewer deposit in the Sewer Rate Ordinance. Attorney Burnett recommended city amend ordinance making the deposit refumdable after a certain period of time when credit has been established. Mayor and Coumcil requested Attorney Burnett draw up an amendment to this effect with the time element being set at six months. NORMAN SUPPLY CLAM - Councilman Menard moved the Norman Supply claim of $15165.~1 be paid. Councilman Kinghorn seconded motion with an unanimous vote in favor. WATER LINE TO TYHEE SCHOOL - Mayor Cotant informed council the Tyhee School well is pu~ping sand and they also need better water supply for fire protection. Mayor Cotant asked coumc~l,s feeling of the city crew installing the water line if the School District decides to hook-up to the Chubbuck City water system. Council agreed to city crew installing line and Councilman Kinghorn strongly recommended the line be installed in street. Mayor said he would contact Mr. Branvold of School District. Burnett prapared agreement restricting grant of typewriter, providing when typewriter is no longer used exclusively for RSVP program for senior citizens~ the grant sh~ll be deemed rescinded and the property shall be returned forthwith to the city. Mayor and Cotuacil agreed to present agreement to RSVP for acceptance. JUNK CARS AT DENNY'S OIL - Mayor and Council again discussed the problem of junked cars at Denny's Oil. It was generally felt some court action would need to be taken to resolve this problem. ORDINANCE GOVERNING ABANDONED, WRECKED, DISMANTLED OR INOPERATIVE MOTOR VEHICLES. Attorney Burnett has prepared an ordinance to above effect and ordinance was read in full by Mayor Cotant. Some sections reviewed and Attorney Bmrnett to make a few changes and have ready for next council meeting. WATER CONNECTION FEE - Councilman Menard asked Attorney Burnett if water o~dinance would need to be amended to change connection fee. Attorney Burnett stated if rate is specified in ordinance it will require being amended. Councilman Kingho~n suggested getting an actual connection fee cost before adopting a new rate and he will acquire these figures. ~ARBAGE CANS - Counc~man Romriell suggested the sanitation department be more careful when removing lids and damping garbage cans so same will not be ruined. CEP~, GUTTER AND SID~NALK AT CITY PROPERTY - Mayor and Council discussed parking lot with no definite decisions. Meeting recessed at 11;O0 p.m. ~3~ohn O. Cotant, Jr., Mayor Vera C.
