Minutes of October 8 recessed meeting held in City Municipal building October 1~ 197~.
Present: Mayor John O. Cotant, Jr.~ Councilmen Dwain Kinghorn, Jack Menard, F~rl
Romriell and Wayne Taylor. Clerk Vera A~mstrong.
Meeting called to order at ~:00 p.m.
POCATELLO INDUSTRIAL PARK - William Cottle, manager of Pocatello Industrial Park was present to discuss the access street to the industris~ park development.
Mayor Cotant informed Mr. Cottle it has been suggested the City of Chubbuck file
an application and request a complete review of the area. Mayor Cotant also told
Mr. Cottle he felt it necessary for the State Highway engineers, Chubbuck and Mr.
Cottle to meet on a feasible plan for safer ingress and egress to the development
and suggested Mr. Cottle submit a proposed plan for street development on the
access area.
Mr. Cottle said they were willing to donate property for a twelve (12) foot turn
bay if the State would develop.
Councilman Menard said if a marked 12 foot turn bay turned into a fifty (50) foot
street this should be quite adequate.
Mayor Cotant reqm~sted a drawing of Pocatello Industrial Park plans on the street,
radius of turn bay and other proposed development of street.
Mr. Cottle asked if the city would approve a radius cdt of more than ~0 feet.
Councilman Menard said he didn't think it v~ould be necessary if a 12 foot bay was
approved.
It was agreed a meeting would be called this week with State Highway~ City engineer~
Mr. Cottle and Mayor and Council.
SKWER LINE INSTALLATION - Mayor Cotant reviewed a bid with Jerry Stuart on excavation
and backfill of ~wer line at Darwin Smith property. Mayor and Council agreed to
pay the excavation and backfill for fifteen (15) feet only to second residence.
Mayor and Council also approved making payment from sewer fund for lost hours
spent in digging at George Shiozawa's because of grade and also lost tine spent
digging at Ralph Cotant's where difficulty arose in finding the sewer tap.
RELEASE OF ESCROW ON THMPORARy S~NER SYST~.- Fred Chase has requested release of
deposits in escrow for temporary sewer systems in ~he Country Acres ~th Addition
and Stuart 2nd Addition. Councilman Menard moved the escrow deposit be released
on the temporary sewer systems in Country Acres ~th Addition and Stuart 2nd Addition.
Counci~an Taylor seconded with all councilmen voting in favor of motion.
RESOLUTION ANDAMENDATORY LOAN AGR~F~l~T~with Housing and Urban Development
read in full by Mayor Cotant. Councilman Kinghorn moved to adopt Resolution
approving Amendatory Loan Agreement ~ with Housing and Urban Development. Council-
man Romriell seconded motion. Roll Call vote: Kinghorn, yes; Menard, yes;
Romriell~ yes; Taylor, yes.
B ANNOCK COUNTY HUMANE SOCIETY - Mayor Cotant asked council hew they felt about
making a contribution to the Human Society. Mayor and Council felt the $10,000.00
requested was too high. Discussion followed on dog problem with Councilman Menard
informing council Salt Lake had installed a cremator at a cost of $7,000.00. It
was suggested the city inquire about same.
POLLUTION FROM ~MC & SIMPLOT - Councilman Romriell questioned council about doing
something about the smoke and pollution in the Chubbuck area. Councilman Romriell
~ested the city write a letter to FMC asking what their plans aro for controlling
their pollution.
HOUSING FOR AGED - Councdlman Romriell suggested the city look into building some low cost housing for the aged.

POOLE PROPERTY FOR STORAGE - Councilman Kinghorn asked what city had decided on
leasing acreage from Farrell Poole for city storage. Council we~ in agreement $75.00
per month was quite high. Council agreed to contact George Shiozawa on possible
purchase of additional property.
REESE HOMES DEYELOPMENT ON WEST CHUBBUCK RD. - Councilman Menard requested city send
letter to Reese homes suggesting they contact city engineer for grade to rom curb
and gutter on West Chubbuck Road fronting the homes being developed in the area.
WATER IMPROV~ENTS - Councilman Menard requested the city set up a meeting with the
engineer, Idaho First National bonding agents, Farm Home representative on financing
for water storage and water line improvements within city.
Meeting recessed at 6:10 p.m.
