Present: Mayor John O. Cotant Jr., Councilmen Dwain Kinghorn, Earl Romriell~. Clerk Vera Armstrong and Attorney Don Burnett. Councilman Menard present from 9:30 until meeting recessed, being tardy because of late plane flight. M~ating cal~ed to order at $:10 p.m. Minutes of September 17 and 2~ meeting approved as written. CETA 11 MANPOWER PROGRAM - Rod Watkins, representing Association of Idaho Cities, was again present to discuss this program. Mayor Cotant told Mr. Watkins he had talked with Jordon Stuart and they felt the ~ity does not need an additional employee at this time. Councilman Romriell said he felt the city does need a ~n that can do building in- spections,~gas and electrical inspections and numerous other jobs for the city, one that can be a street superintendent, water superintendent or city manager. Discussion followed with no definite action t~ken. SEWER SERVICE LINE - Arthur McOmber reported the sewer line was not deep enough to serve the New Colonial Motel. Mayor Cotant told Mr. McOmber the engineer would work with him to solve this problem. Mr. McOmber also questioned council about sewer charge fee. He informed Mayor and Council that many of his units do not use their cooking facilities and requested an ~adjustment to this effect. Mayor and Council told him to report to city office how many units were used with kithhen facilities and how many as sleeping rooms and city would adjust accordingly. PARKING AT FIRE STATION - Councilman Romriell asked Mr. M~'Omber if he would be inter- ested in selling some of his property just south of the city fire station. Mr. McOmber stated he would be glad to make agreement for parking in exchange for sewer hook-up fee. SIDEWALKS - Mrs. Inga Matthews, ~10 James, asked Mayor and Council what she could do to get sidewalks on Hawthorne Rd. along school area. Councilman Romriell suggested she contact Comncilman Menard to find out cost per foot and then talk to the res- idents in area. Councilman Kinghorn told her it co~_d be done with a Local Improve- ment District Bond but this would cost more than a cooperative project. Mayor Cotant suggested Mrs. Matthews attend the Traffic, Safety and Beautification Committee meeting scheduled October 15 at city building. JUnK CARS AT DF~NNY"S OIL - Mayor and Council discussed the problem of junked cars at Denny's and also other areas of the city. OPeRaTION OF MOTOR VEHICLES ON PRIVATE PROPERTY - Mayor and Council discussed memorandum prepared by Attorney Burnett on above subject. FIRE STATION E~S~MENT - Mayor and Council discussed securing easement from ~elbert Jackson for construction of proposed fire station remodel. Attorney Bornett has prepared an agreement for a temproary easement and city will request a ten (10) foot temporary construction easement. WAT~ USAGE - Councilman Romriell suggested the city charge for water usage for ~struction of new businesses, e.g., Eastern Idaho Trailer S~les settling their area prior to blacktopping. Mayor a~o agreed businesses should be charged for water usage during construction. Councilman Menard suggested a speci~ outlet be installed at city property for water tank filling and all construction outfits ~be required to use water from this point rather than fire hydr~ts throughout city. ~STREET LIGHTS - Councilman Romriell suggested order~g street lights. Traffic, Saf~y ~and Beautification Committee are marking the list for priority need. Mayor Cotant ~suggested we get this report before ordering. ~DDITIO~Mr. Romriell suggested making the same charges available to private users of water as to contractors and construction purposes. ~ Page 2 - 0etober 8, 197~ minutes STRIPING STREETS - Councilmen Kinghorn asked when crosswalks and intersections can be striped. WATER NOOK-UP REQUEST - Mark Clark has ~luestioned Attorney Barnett why the city will not install a water hook-up to William Sparks residence on Barley Drive. It was explained the water line he expects the hook-up to be made from belongs to Arthur Mc0mber. Mayor and Comncil stated the hook-up can be installed from Burley Drive. STRF~ET INSPECTIONS -Mayor and Council discussed the need for street inspections. FINANCIAL STAT~ENT PRESENTED TO Mayor and Council. CLAIMS FOR month of October presented to Mayor and Council. Mayor and Council request- ed city clerk to hold on Pacific States claim of $5,178.56 and Norman Supply claim of $1,165.~1 until the Waterworks Fund has been checked closer on total expenditures for the year. Councilman Menard moved the above claims be paid with the exception of checks listed above to Norman Supply and Pacific States Iron. Councilman Kir~ghorn seconded motion with all councilmen voting in favor. FIRE STATION BUILDING - Co~uncilman Menard showed council preliminary copies of plans for proposed fire station building. Councilman Romriell moved for Councilman Menard to call for b~ds from sub-contractors and start construction as soon as possible. Councilman Kinghorn seconded motion with all conncilmen approving. Attorney Barnett noted any portion of project for an amount over $2,500.00 should be a published bid. Meeting arecessed at 11:30 p.m. Q~ohn 0. Cotant, Jr., Mayor Arm trong, City C~f~k
