HomeMy WebLinkAbout03 29 1974 CM27 Minutes of the recessed March 26 meeting of the mayor and council held March 29 in the city municipal building. Meeting called to order by Mayor Cotant. Present: Mayor Cotant, Councilman Kinghorn, Menard and Romriell. Attorney Burnett and clerk Vera Armstrong, Doug Gadd, Larry Perkins, Bob Young and Dave Nelson. RESOLUTION 22 -74 initiating an amendment to zoning ordinance read in full by Mayor Cotant. Councilman Kinghorn moved Resolution #22 -74 be adopted. Romriell seconded with an unanimous vote in favor of motion. SEWER CONSTRUCTION REPORT AND DISCUSSION - Bob Young, foreman with Oregon Construction stated he has worked with canal company and all bridge crossings and canals are set up for complete repairs. He has been meeting with Bannock Paving and has some street rebuilding scheduled. Also concrete work has been arranged for with Horton. As soon as canal along Quinn Road is cleaned and finished construction will be recheduled on Parrish Drive and area. Doug Gadd said he would like to meet with Parrishes and have an understanding of construction before he starts construction in the area. Councilman Romriell called the Parrishes and they agreed to attend the meeting later. QUINN CANAL reconstruction discussed. Mayor Cotant and Larry Perkins requested the canal be restored to the grade it was before. This was the agreement with Pocatello officials and also requests of residents in area. Doug Gadd suggested Bob Young meet with Pocatello city manager, superintendent of irrigation district and Dave Nelson and agree upon a grade and restore to that point. WATER LINE BREAK - Ray England water line - Mayor questioned the repair on the water line broken in the easement and requested it be repaired properly. Engineer Perkins instructed Oregon Construction to install sewer line services through easement to Darwin Smith and Douglas Smith, 1900 block Yellowstone. UNDERGROUND WIRING - Mayor Cotant questioned plans on underground installation of pump stations. Dave Nelson stated costs and plans were about ready. PARRISH EASEMENT - Max, Rodney and Kent Parrish were called to attend meeting to discuss and come to agreement on construction of sewer line through easements. Mr. Gadd told the Parrish brothers there was no way he could stay within the easement and informed them he would be glad to put line in if the necessary area is provided, agreement made that Oregon not be required to re- install concrete curbings and provided the easement area is cleaned. City agreed to furnish equal amount of concrete to Parrishes to replace 150 foot of six inch x eighteen inch curbing. LAWN AREA - Doug Gadd stated he would be glad to leave easement leveled with top soil and would like the Parrishes to replant the grass. Max and Kent Parrish wanted the lawn brought back to its present state. Larry Perkins read from contract agreement that lawned areas would be leveled with top soil and grass replanted and stated that is the �l-cimit of contractors agreement. Mayor Cotant asked Max and Kent if they would agree ire -take over care after lawn is planted as contract stated. '`✓ Max stated they cannot ask for any more than has been agreed by the city with the other residents and they will accept this agreement. Mayor stated if any trees have to come out the city should be notified and by agreement of Parrishes and city be moved and saved. Meeting adjourned at 7:15 p.m. i I /t John 0.
