HomeMy WebLinkAbout08 13 1974 CM87 Minutes of the regular meeting of the Mayor and Council held in the City Municipal Building August 13, 197~. Present: Mayor John O. Cotant, Jr., Eouncdlmen Dwain Kinghorn~ Jack Menard and Wayne Taylor. Attorney Don Burnett and Clerk Vera Armstrong. Councilman Earl Romriell excused. Minutes of July 23 and August meetiugs approved with the following correction to August minutes. Earl Romriell's name added to those present and Dwain Kinghorne duplicated name deleted. Councilman Menard requested the wor~ equipment be added to his motion to read street department equipment funds if budget allows. PU~IC HEARING IT~: Mr. and Mrs. William Sparks, 228 Burley Drive have requested a variance to allow them to place a mobile home on their lot on Burley Drive for his married daughter and husband to live in. Plsnning and Zoning recommended counc~ approve variance as a hardship case. Councilman Taylor moved the council approve this variance request subject to one year review and that a separate water and sewer hook-up be required for the lot. Councilman Menard seconded motion. Roll call vote: Kinghorn, no; Menard, yes; Taylor, yes. CIRCLE IN MOBILE H~ME COURT SANITATION PICK-UP - Charlie Frasure and John Murray requested the city make individual garbage pick-up in their mobile park instead of using the large commercial containers. Mayor and Council stated they have no objections to using the small containers and are willing to make individual pick-ups for thirty or sixty days on trial basis. NORTH AFTON STREET - John Murray stated they felt North Afton Street should be straightened out as the black top finish was crooked. Mayor Cotant said the city was aware of this and planned to make this improvement. TRAILER REQUEST - John Murray also requested the city consider allowing Garland Henry to keep his trailer at its present location alongside his business [at ~929 Yellowstone. WATER DEPARTMENT - James Chastain commended the water department on their installation of the water line along Hawthorne Road. FIRE DEPARTMENT - Mr. Chastain questioned the firemen leaving the city with two fire trucks. Fire Chief Denny Jones told Mr. Chastain the new fire truck always remains in the city and also some men to operate the truck. Mayor and Council discussed answering fire calls in Power County. Councilman Menard suggested not taking calls from Power County. It was agreed the city should put some g~ndy into this problem. PUMLIC H~NG IT~I~: Kent Parrish, President of Mobile Manor Inc., has requested Lots i thru ll Block i and Lot i Block &, Mobile Manor Subidvision be rezoned from Residential -2 to Residential -2 Trailer zone. Attorney Burnett reported he had talked to Attorney Racine and Mr. Racine requested the matter be given more time so Attorney Racine could meet with residents in area and city officials. Mayor said he felt the city should contact the residents in the area and also Attorney Racine and perhaps the matter can be taken care of after the bond sale August 20th. Council agreed to Mayor Cotant's suggestion. Kent Parrish reported the weeds have been cut on these lots. MOBILE MANOR ADDITION # 1 - Mayor and Council discussed the proposed pre-application plat presented byLand Investments, Inc. Mayor and Council suggested granting a variance to allow 50 foot frontage lots on the south side of Chickadee Drive with Whitaker Road extending to the south and possibly two or four lots facing the Whitaker Road extension. This would allow Land Investments to develop all the area presently zoned Residential -2 Trailer. Mobile Manor Addition#l (cont'd) 89 Lots 2 thru 7 Block 5 on west side of ~ Branson Drive have only 55 foot depth, however, the PlannJ_ug and Zoning Commission arid Council indicated they would allow these lots to be developed as platted with mobile homes facing Branson Drive. This would allow mobile homes to comply with front, side and rear yard lot re- quirements. PORTNEUF LIBRARY DISTRICT - Robert Clark has requested an opinion from city officials on Clark Real Estate selling a piece of ground north and east of Stuart~!'Park and Stuart Avenue to the Portneuf Library District for building a new library building. Mayor and Council determined city ordinances allowed sale of the property and development of a public facility as zoned. ACCEPTANCE OF STREETS - Blue Ribbon Homes have requested the city accept for maintenance that portion of Tahoe Place street bounded by Lots 2 and 3, Block 10, and Lot ll and the South 30 feet of Lot 2, Block ll, Country Acres 3rd Addtiion and that portion of Bonanza Avenue that is bounded by Lots 6, 7 and 8, Block ll, and?L~ts l~ and Block 7 in the Country Acres ~th Addition. Engineer Jensen reported the curb was low in few areas. Councilman Menard moved the city accept the above described portions of Bonanza and Tahoe Place for maintenance with stipulation the low curbs be raised. Councilman Taylor seconded with all councilmen approving motion. CLAIM FOR MAIL BOX - Mr. McCarthy, ~910 Hawthorne has submitted a claim to the city in the amount of $8.97 for labor and materials to replace mail box torn loose by city water department while installing water line. Councilman Taylor made motion city honor the claim. Councilman Kinghorn seconded with an unanimous vote in favor of motion. RESOLUTION#25-7~ - Mayor Cotant read resolution in full which sets the tax levy for expenses for the fiscal year 197~ at $9~,~50.00. This breaks down to $17,000.00 for fire department and 77,~50.00 for other general fund purposes. Councilman Kinghorn moved the Council adopt Resolution#25-7~. Councilman Taylor seconded with an unanimous vote in favor of motion. TRAFFIC, SAFETY AND BEAUTIFICATION COMMITTEE - Dave Higbee has requested Richard Allen, Henry Avenue be appointed to this committee. Council approved of appointing Mr. Allen to Traffic, Safety and Beautification committee. TURNER SUB-DIVISION - Councilman Menard asked council who was goinE to set the grade for the Turner Subdivision, the city engineer or Chatterton's engineer. Discussion followed with no action. FIRE STATION BUILDING - Mayor and Council again discussed purchasing an additional 22 feet from Velbert Jackson for additional area for fire department development or building onto the present building. Mayor Cotant recommended the city purchase this additional area from Mr. Jackson. Mayor stated he felt the extra frontage was needed to alleviate parking fire equipment three deep and for additional parking space. After some discussion C6uncilman Menard moved the city buy this 22 foot by 100 foot area from Velbert Jackson~ for the amount of $8,000.00. Councilman Kinghorn seconded motion with all councilmen approving. FINANCIAL STATHMENT presented to Mayor and Council. CLAIMS presented to Mayor and Council. Councilman Menard moved the claims be approved with the exception of payment to Jerry Stuart for $280.00 from Sewer Fund. Council- man Taylor seconded motion with all councilmen approving.
