Present: Councilmen Earl Romriell, Dwain Kinghorn, Jack Menard. Attorney Burnett
and Clerk Vera Armstrong. Mayor John O. Cotant, Jr. attended from 7:45 until
meeting adjourned. Councilman Wayne Taylor excused.
Meeting called to order by Councilman Earl Romrieil at 7:30 p.m.
DRAINAGE PRO~ - George Wainscott, 118 South Lucky informed council, Harry
Belangee, 150 South Lucky, has built a four-plex with the seven foot side
requirement, however, Mr. Belangee's yard is built higher than Mr. Wainscott's
yard and he is concerned with the water run-off from the building.
Councilman Menard read from Uniform Building Code, Section 7011, whereby a
property owner is required to set the tops and toes of cut and fill slopes
back from property boundaries as far as necessary for safety of adjacent
properties and to prevent damage resulting from water run-off.
Mr. Wainscott questioned set back requirements on his property also and
was given this information.
GREEN RIVER ORDINANCE. - Councilman Menard questioned the city's ordinance on
peddlers and requested Attorney Burnett review Green River Ordinance for
possible adoption.
POLICE POWERS OUTSIDE CITY L~ITS - Mayor, Council and Attorney discussed and
reviewed ordinances the city woold be interested in amending so the mayor
has police powers on these ordinances within one mile of the city limits.
Attorney Burnett will further study these ordinances.
DOG LICENSES -Mayor and Council requested Mr. Mif~ler contact homes where dog licenses were purchased last year but not this year.
QUIT CLA]3~ D~.F. DS - CITY DEDICATED STREETS - Arnold Stuart has requested
the city prepare a quit claim deed to one hul~ of Stuart Avenue 400 feet
west from Yellowstone Avenue. Mayor and Council agreed to have Attorney
prepare a quit claim deed so this will be accepted as a city dedicated street.
Arnold Stuart has also requested the city accept the public right of way from
the south side of Stuart Addition- 181 feet south on Rose Street. Mayor
and Council requested the engineer check th~se descriptions out and find
out legal owners and prepare descriptions for Quit Claim Deeds so the city
can accept this public right of way as a city street.
AFTON STREET - Mayor Cotant told Council the Circle Inn Mobile Home residents
are using North Alton as an exit street and residents living on Alton are
complaining of dust.
Mayor Cotant requested Councilman Romriell contact the residents on Alton
and inquire if they are interested in participating in improving the street
with curb and gutter. It was agreed city will surface the street. Council-
man Menard told Councilman Romriell a cost of $2.50 per foot of frontage could
be figured as a cost estimate for curb and gutter.
RESOLUTION APPROVING AMENDA~ORY LOAN AGREIMENT ~ 3, Mayor Cotant read the
resolution in loll. Councilman Romriell moved the city approve and adopt
the resolution approving amendatory loan agreement. Motion was seconded by
Councilman Kinghorn and unanimously approved.
COUNCIIJ~ MENARD requested the police patrol East Chubbuck Road.
COUNCILMAN ROMRI~IJ. suggested charging trailers in courts the $3.00 minimum
water charge.
COUNCILMAN MENARD suggested not putting meters o~ water hook-ups in sub-
divisions until the home is occupied. ~// ~ /~/. ~
