Present. Mayor John O. Cotant, Jr., Councilmen Dwain Kinghorn, Jack Menard, Earl
Romriell. Attorney Don Burnett and Clerk Vera Armstrong.
Minutes of June ll and June 25 meetings approved as written.
PU~IC HEARING IT~dS: REZONING REQUEST - Kent J. Parrish, President of Mobile
M~or, has requested Lots 1 thru 11, Block 1 and Lot 1, Block ~, Mobile Manor
Subdivision be rezoned to Residential - 2 Trailer zone. These lots are preseently
'zoned Residential- 2. ,
Mrs. Verda Moore voiced her opinion of being against rezoning these lots for
trailers.
Mrs. Mary Brower also voiced objection to using these lots for residential trailers.
Max Parrish, representing Mobile Mobile Manor stated they had tried to sell the
lots for single residential and had not been able to do so.
Mayor Cotant questioned the possibility of developing a park on these lots. Mrs.
Brown of Mdb~le Manor said the older people lived on the lots that hack this
area and would not care for a park in the area.
Councilman Romriell and Mayor Cotant stressed the fact that mobile homes along
Chubbuck Rd. will depreciate the value of the homes on the north side of East
Chubbuck Rd.
Mr. Bowmmn asked what they would do with the three corner lots on Hiline and
Chubbuck Rd. Max and Rodney stated a frontage road would probably serve these
lots.
Max Parrish stated he felt if the lots sold for single residential they would
probably not be the type of homes~ that would add any more value to the present
homes than the double wide trailers.
After further discussion Mayor Cotant requested the matter be tabled mutil the
-J"~o 25 meeting. Councilman Romriell said he felt the matter has been put off
long enough and might as well be voted upon.
Zoning Chairman James Branson commented this request was a hard decision and
some one was going to be hu~t no matter what the decision.
Councilman Kinghorn moved this rezoning request be tabled untJ_l the 23
meeting. Councilman Menard seconded the motion. All councilmen voted mn
favor of motion.
FIRE HAZARD - Mr. Shannon requested the weeds on the frontage lots of Chubbuck
Road be cut down or taken care of. Mayor Cotant asked Max Parrish if they would
take care of this. Mr. Parrish said they would see what they could do.
TRA]/bER VARIANCE - Garland Henry, ~929 Yellowstone has petitioned the Planning and
Zoning Commission for a variance to permit him to reside within his mobile home
at its present location of ~929 Yellowstone Avenue, this being in a Commercial - 5
zone.
Councilman Romriell asked if Mr. Henry~. had been advised of the council meeting
this evening. Councilman Menard assured him Mr. Henry was informed of this meeting.
~ Councilman Menard informed the council the Planning
and Zoning Commission have recommended the variance request be denied.
Councilman Menard moved the Garland Henry Variance request be denied. Councilman
Kinghorn seconded the motion. The voting was unanimous to deny the trailer
variance request.

ORDINANCE # 1~. CON~ERNING THE SEWER SYST~ OF THE CITY OF CHUBBUCK, Declaring
results of sewer revenue bond, and authorizing the issuance of the sewer revenue
bonds of the city. Title of the Ordinance read in f~ll by Mayor Cotant.
Councilman Menard introduced and moved the adoption of the Ordinance
entitled "An.:~0rdinance concerning the sewer system of the City of Chubbuck,
Declaring the resolts of the vote on the sewer revenue bond question, author-
izing the issuance of the sewer revenue bonds in the aggregate principal amount
of£$1,000.000.00, etc.,"
The motion was made by Councilman Romriell and seconded by Councilman Kinghorn
that the rules requiring ordinances of a general and permanent nature to be
fully and distinctly read on three different days be dispensed with and that
the ordinance be read in £ull and at length and placed upon its fins& passage.
Roll call vote: Dwain A. Kinghorn, yes; Earl L Romriell, yes; Jack J. Menard, yes;
Wayne G. Taylor absent.
The Mayor thereupon declared that the motion, having been duly passed by not
less than one-half plus one of the members of the full 6ity Counc~, had been
duly carried. The ordinance was then read by the Deputy Clerk in full andfat
length.
Councilman Kinghorn seconded the motion for the adoption of said ordinance.
Roll Call vote: Dwain A. Kinghorn, yes; Earl L. Romriell, yes, Jack J. Menard,
yes; Wayne G. Taylor absent. The ordinance was declared to have been duly
paased.
It was moved by Counc~man Kinghorn and seconded by Councilman Menard that the
Clerk of the City be ordered to publish said ordinance in full immediately and
in at least one issue of the Idaho State Journal, the official newspaper of the
City. Roll call vote: Kinghorn, yes; Romriell, yes; Menard, yes; Taylor, absent.
SEWER LINE AND BUILDING PERMIT - Pat McKay has requested sewer service to a lot
they are building a home on facing Rose Street. Connie Daughtry owns the lot.
Councilman Menard moved that Connie Daughtry be allowed to ~ a four inch service
line from the manhole west of Mingo to the lot she has purchased on Rose Street,
subject to a legal easement for sewer line and that applicant also furnish the
City proof of the existence of an appropriate easement of public right of way.
Councilman Romirell seconded motion with all councilmen voting in favor.
SEWER - GENERAL - Max Parrish asked when Oregon Construction was going to pave
in frontof his home. Mayor Cotant said he did not know but Bannock Paving
has been working constantly in the city the past two weeks.
Rodney Parrish and Bart Parrish questioned when the sewer service would be
extended under their sidewalks. Mayor Cotant told Rodney and Bart the city
would reimburse them for the extra feet of pipe necessary to go under the
sidewalk. Rodney said the city agreed to extend the sewer line under the
sidewalk and that is what they wanted. Councilman Menard suggested the city
go to Parrish Drive, dig a hole in the 10 foot easement inside the sidewalk and
dig the area by hand if necessary to get these sewer extentsions in. Council
were in agreement these sewer line extensions to 219-221, 229 and 239 Parrish
would be done.
SEWER LI~E TO MOBILE HC~E S~J~ES - Mayor informed Rodney the sewer line was
installed to the present septic system of the Mobile Home Sales business and
Oregon said they would furnish the pipe to complete the line when the Parrishes
desired to install their system. Rodney Parrish said he did not agree to this.
Oregon Construction had run into the septic system of the home on Burnside not
the Mobile Sales business. Mayor Cotant stated he was not aware of this and
after further discussion it was decided and agreed that Oregon had o~ly installed
the sewer line to the septic tank of the house. Mayor told Rodney the city
would take care of this problem. City will contact engineer and Oregon Construction
and try to get these service lines completed.

FOUR-PLEX CONSTRUCTION - PARRISH DRIVE - Max Parrish told the council they had
paid for a water linc several years ago but the hook-up can't be found now. Max
asked if they would have to pay for another water hook-up. Mayor Cotant told
Mr. Parrish the city would search the records for any payment of water hook-up
paid for this lot.
Kent and Max Parrish asked what the sewer line would cost for the £our-plex
tanit at 140 P~rrish Drive. Council informed them the line from the property line
to the main line would be the actual construction cost. Hook-up fee would be
9.80 per month until occupancy or after September of 1975 all hook-ups will be
$200.00.
CLAIM - Mayor Cotant read a claim filed with the city by Charles D. Chesney for
damage to his car. Attorney Burnett suggested copy of claim be cent to city
insurance carrier.
FIRE DEPARTMENT ~!~'~ - Mayor and comne~l discussed purchasing twenty feet of
property from Velbert Jackson-to e~large the Fire Department Building. It
was generally agreed Counc~JJ~an Menard wottld sketch a plan to build on the front
and rear of the present building. I£ this is adequate the~will be no need to
purchase additional property.
FIR~DEPART~E~T LIGHTS - Mayor and Co~ncil discussed purchase of lights £or
voltunteer fire department vehicles. Councilmen Kinghorn and Romriell mentioned
Jerry's 4' Wheeler was doing business at his home on Hiway Avenue. Mayor Cotant
said he would talk to Fire Chief Jones and get the problem of how many lights
to buy resolved.
DATE STAMP - Councilman Romriell suggested a date stamp for city mail and council
approved Df this procedure.
SEWF~ SERVICE OUTSIDE CITY LIMITS - Mayor Cotant suggested the city be~ cautious
about approving sewer service to developments outside city limits.
APPRAISAL - Councilman Menard suggested the city request an appraisal on the city
property at 4~45 Yellowstone from Gerald F. Thummel with Idaho Land and Appraisal
Service - Boise, Idaho. Clerk instructed to call Mr. Thummel.
WATER LINE AGRk~MENT - Mayor Cotant read an agreement for water line installation
through Mrs. Overdorf's property prepared by Attorney ~irnett. Counc~lman?~M~nard
moved Mayor and Councilman Kinghorn negotiate the agreement with Mrs. Overdorf.
FINANCIAL STATemENT FOR JUNE, 1974 presented to mayor and council.
CLAIMS presented to mayor and council. After review Counc~JJnan Kinghorn moved the
council approve the claims. Counc~imanMenard seconded with all councilmen
approving motion.
Meeting recessed until Jttly 16, at 7:00 p.m.
