Minutes of the regular meeting of the mayor and council held in the city municipal
building June 25, 197~.
Present: Mayor John O. Cotant~ Councilmen Dwain Kinghorn, Jack Menard, Earl Romriell
and Wayne Taylor. Attorney Don Burnett and clerk Vera Armstrong.
Meeting called to order at ~:O0 p.m.
PLANNING AND ZONING COMMISSION M~BER - Councilman Menard moved the council reappoint
Rodney Parrish as a zoning commission member for a period of four years. Councilman
Taylor seconded motion with all councilmen voting in favor of motion.
B~R X TRACTS SUBDIVISION PLAT - Mayor and council discussed the plat presented to
the Planning and Zoning commission June 6. Councilman Menard moved the council
reject the Bar X Subdivision tract since it does not meet the city subdivision
Ordinance#97 requirements. Eouncilman Romriell seconded with an unanimous
vote in favor of motion.
SEWER EASEMENT CLEARING - Mayor questioned the council about approving a $300.00
fee to the Parrishes for clearing the sewer easement between Parrish and Burnside
streets. Councilman Romriell moved the city make this payment with Councilman
Taylor second~g motion. Ail councilmen voting in favor of motion.
WATER LINE INSTALLATION COMPLAINT - Mrs Carl Norgaard, 5060 Hawthorne Rd. informed
mayor and coun~c~ she had been without water most of yesterday and this day
from lO:O0~aq~ to 7:30 p.m. this evening. She reported Mr. Brennan and Mr. Stuart
were both~rude to her. She reported she had got water to her house by her own
labors at 7:30 p.m. this evening.
Mrs. Nrogaard stated they gave the city an easement for $1.00 for the water line
years ago and she wo~ld like a release of the easment from the city.
Mrs. Norgaard asked if the city wo~ld replant her pasture to grass as it was~am
haul off rocks and level a hole the city left. Mayor Cotant assured her the city
would take care of the damage.
Mrs. Norgaard also complained or rocks in her driveway and along Hawthorne Road.
Mayor told her Oregon Construction would be required to clean these up.
SHELTER AT STUART PARK - Mayor and council discussed constructing another shelter
at Stuart Park possibly between the tennis court and fence along cansl. Mayor
and council feel another shelter would be beneficial to the park and will invest-
igate into same.
EVANS WATER LINE - Mayor and council discussed construction of this water line. City
prefers to have an agreement signed with Mrs. Dean Overdorf on Burley Drive before
the line is started. Coun~l discussed tying up the property with a lien and
charging interest a certain period of time after construction. Mayor suggested he
and Councilman Kinghorn contact Mrs. Overdorf with the agreement. Council agreed
to this and Mrs. Overdorf will be contacted.
C6uncilman Menard questioned what the city wdll do with property ownersswho
say they c~nnot pay at this time. This question was discussed but with no actimn.
QUINN AND RONALD CONSTRUCTION OF waterline costs were discussed.
HEIGHTS SUBDIVISION PLAT - Rodney Clark reviewed the letter sent to him from the
city engineer on his subdivision plat. The letter suggests to either extend
Canal Street or provide proper turn arounds at either end of this street.
Mr. Clark stated he would culdesac both ends of Canal Street and provide adequate
frontage for Lot 6 Block 5.
Mayor Cotant told Mr. Clark if he submitted the Rlans required w~th the above
changes the mayor and councdl would review same zor mayors smgna%u~e.
SPEED SIGNS - Counc~lman Kinghorn informed council he had received a call from a man
on Targhee Street and requested more speed signs and maybe some speed checks and
requested the police patrol this area more.
~ TAP-REQUEST - Rodney Parrish requested the city make a water tap to the Branson
property on East Chubbuck Rd. Councifaman Menard and Councilman Kinghorn stated
there should be no reason why this tap cannot be made.
WATER AND SE~4ER TO DUPLEX ON ROSE STRF~ET - Coancilman Menard questioned just how
the water and sewer services were made to this property.
HOMES ANCHOP~ED.- Councilman Menard suggested a requirement be adopted where
trai~er homes be anchored down.
Mayor Cotant asked Rodney Parrish his feeling as to trailers being anchored.
said he felt they should be required to skirt all trailers and perhaps a low
foundation to block on only.

CITY PROPERT~AT ~5~5 YEIJ.OWSTONE - Rodney Parrish, mayor and counc~l discussed the
city's planned use of the property at this location.
Councilman Menard suggested the mayor and council study and adopt ordinance granting
police powers to the mayor within one mile of the city of Chubbuck.
Meeting adjourned at 11:30 p.m.
