Present: Mayor Cotant, Counc~Xmen Kinghorn, Menard and Taylor. Attorney Don Barnett and clerk Vera Armstrong. Councilman Romriell excused. Minutes of May 28, May 30, and June ~ meetings approved as ~ritten. PUBLIC HEARING IT~ - Ray Chase, 733 Bonanza has requested a variance to zoning to allow him to sell small merchandise items from his home. Planning and Zoning determined a variance would not be required if he did not advertise and sell from his home. Mr. Chase stated he would not be selling from his home. Councilman Kinghorn moved the council accept Councilman Menard's recommendation and deny the variance request. Taylor seconded with all councilmen voting in favor of motion. QUINN ROAD AND RONALD ROAD WATER LINE - Mayor and council discussed Pocatello's proposaik for a water line on Ronald Road. Mayor Cotant recommended the city does not accept Pocatello's offer of water service and the city install the water line. Mayor suggested the cost of this project be pro-rated on a per hook-up basis rather than .front footage cost. Mayor questioned residents feeling on a cost per hook-up basis. Mr. and Mrs. Worth and Mr. and Mrs. Seibert felt this might be acceptable. After further discussing it was tentatively agreed to run the line 300 feet on Ronald Road. The city will figure costs for 300 ft. north on Ronald Road and also installing the line to the end of Ronald Road so that residents and city might decide how much of the project to install. ~ARADISE ACRES - Dean Lloyd, representing Mortgage Insurance informed council of a meeting he and Councilman Menard had attended with Southeast Council of Governments and Pocatello city officials on their proposed PARADISE Acres subdivision. Pocatello city was concerned about water supply, sewer, using farm land for subdivision and street development. Mr. Lloyd mmde an offer to the city to participate one-half or up to $15,000.00 toward a new pump for Well #3 so the Paradise Acres Subdivision might be served water. Mayor and council discussed drawing up an agreement whereby the pump would be installed at a certain time of the Paradise Acres subdivision development.and Mortgage Insurance would stand a certain per cent of costs at time pump is installed. Mayor Cotant told Mr. Lloyd the city would secure a cost estimate and contact hi~. Councf_lman Menard asked Mr. Lloyd if he planned to request the city annex his first phase of development. Mr. Lloyd informed the council they did plan to request the area planned for development be annexed. City requested the park area be included in first phase and annexation so the city could plan and budget for improvements of park. SEWER ~DJUS~NENT REQUEST - Theron Pollard~ president of Diversified I~veatment, was present and requested an adjustment on sewer charges on their property on the Northwest corner of Yellowstone and Chubbuck Road. The city had charged Diversified for City Furniture's sewer charge for January and February and also the house at 128 ~. Chubbuck Road has been empty all winter plus some apartments. Mr. Pollard had been informed he would need to report his vacancies to the city each month and he failed to do so. Mayor and council discussed adjusting accounts and agreed to adjust account so Diversigied would only be paying for occupied units up to and including May. SEWER B~,I,ING AND ADJUSTMENTS - Attorney Burnett suggested sending a form out with billing showing what charges the city had billed and requesting owners to report any vacancies at time payment is made. If payment and vacancy report is not made by the 15th of month following billing no adjustment will be made. Mayor and council approved the city handling accounts in this manner. UPDATING CITY BOUNDARY MAP - PROVIDING HOUSE NUMBERING MAp AND CURRENT WATER LINEMAP Engineer Jensen asked city council if they desired to have these maps prepared. Mayor and council agreed to the necessity of the maps and approved for Forsgren, Perkinsand Associates to do the work. CAP~EFREEMOBILE HOME SAT.F~2 grade for curb, gutter and sidewalk. Engineer Doug Jensen told council he has been requested to stake the grade at this place of business and asked the city if they would approve this expense. Mayor Cotant told Mr. Jensen the city would check to see if this is~the city responsibility and if it is the city will notify Forsgren, Perkins and Associates to proceed with the work. FIR2~DRKS PERMIT -Bishop Neldon M. Oborn has filed an application for a fireworks permit with the city. Fireqorks stand will be located at Pole Line Road and Quinn Road intersection. Mayor Cotant read the application permit. Councilman Kiughorn moved the 31st Ward Fireworks permit request be approved. Taylor seconded with all councilmen approving motion. FIRE STATION BUILDING - Mayor and council requested Engineer Jensen provide a front building line so the city will know what area thee city has to build on. MOBILE HOME SALES SEWER HOOK-UP - M~yor Cotant questioned if a sewer service line had been installed to the Mobile Home Trailer Sales on Yellowstone. Engineer Jensen told mayor, council and Mr. Parrish the line is installed to the existing sewer system. Mr. Parrish stated this should be satisfactory to make the hook-up. SEWER BERNICE LINE AGR~V~MENTS - Mayor and council discussed approving bids for the sewer line services agreed upon by the city. Councilman Menard made motion the council approve the mayor negotiate on the service line proposals with Jerry Stuart. Engineer Jensen was requested to approve the footage and the agreement before work is done. Taylor seconded with an unanimous vote in favor of motion. CLEAN-UP OF JUNKED CARS AT DENNY'S 0IL - Mayor and council discussed the problem of junked ears at Denny's Oil. Mayor and council agreed it would be necessary to cite Denny Jones for non-conformance of zoning~if he does not comply soon. BURNED OUT TRAILERS - Attorney Burnett informed ~ayor and council he had sent a certified letter to Max Parrish informing him the two burned out tra~ers were a nuisance and requested they be moved to a proper place for repairs. WATER HOOK-UP AT MOBILE HOME TRAILER SALES - Attorney Burnett informed mayor and council he had mailed a letter to Rodney Parrish informing him Ordinance #78 provides each property capable of title transfer should be supplied service through a separate service connection. Rodney stated the water hook-up mer~g ~ the residence on Burnside should serve the Mobile Trailer Sales and a new service should serve the home on Burnside. ·EAILERS TO BE REPAIRED at 516& Yellowstone - Mayor and council discussed trailers parked at 516~ Yellowstone that are being repaired. Mayor Cotant requested Attorney Burnett write Rodney Parrish requesting he comply with zoning requirements regarding trailers parked on property. FINANCIAL STATHMENT for May presented to mayor and council. CLA]IMS PRESENTED to mayor and council.~ Councilman Kinghorn questioned claim of Jerry's d-Wheeler for purchase of rotating red lights for the Fire Department. It was his understanding they were purchased from Idaho State Police. Council also questioned purchasing 15 lights if all firemen do not wish to instsll on vehicles. Councilman Kinghorn made motion the bills be approved for payment with the exception of Jerry's ~-Wheeler for the rotating lights. Menard seconded with an unanimous vote in favor of motion. 65 SEWER LINE INSPECTIONS - Mayor and council discussed inspections on sewer lines. Councilman Menard suggested the city refuse all inspections on Saturday and Sunday. It was agreed no more inspections would be made on Saturday and Sunday. It was reported a standpipe was installed at the Mark Long residence and council determined it should be removed. Mayor and council also agreed the full sewer line should be inspected. RESOLUTION 23-?/+ - Authorizing the mayor to execute an agreement with Union Pacific Railroad concerning a water pipe line crossing was read in full by Mayor Cotant. Councilman Menard moved the council adopt Resolution # 23-72. Taylor seconded with all councilmen voting in favor of motion. AGREEMENT FORM - Councilman Menard suggested Attorney Burnett prepare a form agreement between city and parties concerned that might have accounts outstanding on water line charges for installation of main water lines, e.g. Evans.~Lane and Ronald Road vacant lots. Mayor and council agreed for Attorney Burnett to prepare this form. EVANS WATER'LANE~ Mayor and council discussed the Evans Lane water line. Councilman Taylor said he felt the residents on Evans Lane should pay the water line charges before any construction begins. Mayor and other councilmen agreed. BAR- X 'Subdivision Tract - Councilman Menard read copy of letter from Tim Erikeen, county clerk, to Rex Eaton proposing a time table for completion of the proposed Bar X subdivision plat.
