HomeMy WebLinkAbout03 11 2003 CMago 29 COUNCIL MEETING MINUTES March 11th, 2003 Minutes of a regular meeting held at the Chubbuck City Council Chambers, March 11th, 2003. Present: Mayor John O. Cotant, Council members Steven M. England, Marvin C. Gunter, B. Kent Kearns, Attorney Thomas J. Holmes, Public Works Director Steven M. Smart and City Clerk Ron C. Conlin. Councilman Leroy S. Quick was excused. Meeting was called to order at 7:30 p.m. by Mayor Cotant. PLEDGE ALLEGIANCE TO THE FLAG was lead by Mark Bunce. APPROVAL OF MINUTES - Mayor Cotant asked for corrections and additions to the Regular Meeting Minutes of March 11, 2003. Councilman Kearns moved to approve the Regular Meeting Minutes of February 25th, 2003 as read, Councilman England seconded. All council members present voted in favor of motion. PUBLIC HEARING - An application by the City of Chubbuck to update the City of Chubbuck Comprehensive Plan. Mayor Cotant declared the public hearing open. Assistant Planning Director Larry Kohntopp stated the sewer study that was recently completed, indicates the area in which the area can be serviced by sewer. APD Kohntopp presented and explained the proposed revised Urban Service Boundary maps as compared to the current Urban Service Boundary. Attorney Holmes stated the City is seeing where our zoning is so rigid, the trend has been to less rigid zoning, allowing a little more flexibility, this plan change seemed like a reasonable way to build in a little more flexibility between the rigid zoning designations. PWD Smart explained a sewer capacity problem in the main sewer line in Chubbuck Road where the Joy Street line ties in. PWD Smart stated the Chubbuck Road sewer line is at near capacity. Mayor Cotant declared the public hearing closed. n, COUNCIL MEETING MINUTES - (cont.) March 11", 2003 PUBLIC HEARING - CHANGE IN COMPREHENSIVE PLAN - (cont.) 31 Mayor Cotant expressed concern we might be limiting what might develop in the area west of Philbin on Chubbuck Road, suggested maybe a clean light industrial area, etc. Mayor Cotant suggested the area west of Philbin to Rio Vista on Chubbuck Road should be a more flexible zone. APD Kohntopp said he will check with Bannock County about the area to see how it is zoned by the County, along with checking with the "Our Valley, Our Vision" build -out analysis. APD Kohntopp will report back to Mayor Cotant and Council. Councilman England moved to table the proposed change in the Comprehensive Plan, until the March 25h, 2003 Council Meeting, Councilman Gunter seconded. All council members present voted in favor of motion. CITY OF CHUBBUCK DISASTER PLAN - Fire Chief Eric King stated he has been working on the disaster plan for over two years. FC King stated, because there are always changes in employees, he will use employee positions throughout the plan. FC King stated he has worked with the Police Department, Kenny Fagnant, Bureau of Disaster Services, City of Pocatello Fire Department and tried to get information from cities our size throughout the State. FC King stated this disaster plan is a document showing how all employees and agencies will work together in the event of a natural or man made disaster. FC King stated the disaster plan is federally mandated. Councilman Gunter stated all emergency disaster plans nation wide follow the same format, the format is put out by FEMA. Councilman Gunter moved to adopt the City of Chubbuck Disaster Plan as presented subject to; 1) Use positions instead of employee names. 2) Typo and editing corrections, Councilman England seconded. All council members present voted in favor of motion. RESOLUTION #1 -2003 - Approval of destruction of scanned City of Chubbuck records as listed. Councilman Kearns moved to adopt Resolution #1 -2003 as read, Councilman Gunter seconded. All council members present voted in favor of motion. 1_ � 33 COUNCIL MEETING MINUTES - (cont.) March 11th, 2003 URBAN RENEWAL BOUNDARY ADJUSTMENT DISCUSSION - PWD Smart stated Kathleen Lewis, SICOG has completed her review of the property in the Chubbuck TIF District and presented a list of the properties to add and delete in the TIF District. PWD Smart said the total dollar amount of the proposed additions to the Chubbuck TIF District is $1,925,362. PWD Smart said the $1,925,362. is the amount that needs to be deleted from the old District. Mayor Cotant and Council reviewed the suggested deletions. PWD Smart recommended Cottonwood Cove in the amount of $2,900,000. be deleted from the TIF District to accommodate the additions in the Chubbuck TIF District. It was the consensus of the Council to proceed talking to the Bannock County Assessor about adding the properties outlined by Kathleen Lewis in the amount of $1,925,362. and deleting the Cotton Wood Cove property in the amount of $2,900,000. Staff will proceed with contacting the Bannock County Assessor with the proposal. Council will be invited to the meetings with Bannock County Assessor and Commissioners discussing the amendment to the TIF District. CLAIMS - Computer print -out claims presented to Mayor Cotant and Council. Councilman England moved to approve computer print -out claims as presented, Councilman Kearns seconded. All council members present voted in favor of motion. At 8:45 p.m., Councilman England moved, Councilman Kearns seconded, with full council approval to adjourn meeting. Ron C.
