Minutes of the regular meeting of the Mayor and Council3~held in the Municipal building
May 28, 1974.
Present: Mayor Cotant, Councilmen Kinghorn, Menard, Romriell and Taylor, Clerk Vera
Armstrong.
Mayor Cotant called meeting to ordersat 8:05 p.m.
Minutes of May 14 meeting approved as written.
QUINN ROAD WATERLINE - Mr. and Mrs. Carl Worth, 119 Ronald Road were present and
questioned if a decision had been made on installation of water line. Mayor and
council went over the proposed project and discussed method of determining costs
to all.
S~ER EASY'lENT REPAIR COMPLAINT - MRS. Donald Sample, who lives on corner of Hawthorne
and Siphon roads informed council their ;~easement still has no pasture grass
growing. Mrs. Sample said she felt the city could help them. Mayor told Mrs.
Sample he would talk to the engineer and try to get some action.
Mrs. Sample questioned when Street light would be installed on Hawthorne and Siphon
Road intersection. Mayor Cotant informed her he would get this light on the next
installations.
S~4ER CONSTRUCTION COMPLAINT AND WAT~ LEAK REPORT - Mrs. Bob Harrison, 157 Burley Dr.
told mayor and council that Burley Drive Road caved in during sewer construction and
she was unable to ~et to work for three days.
Mrs. Harrison also informed counc~ they had a leak this winter during the winter
months when the city didn't read the meters and she requested an adjustment on
their water bill. The total water billing for the six months since their met~ was
installed was $82.05. The city agreed to adjust ~05 which leaves the Harrisons
paying 6.00 per month for water.
PLANNING AND ZONING COMMISSION APPOINTMENT - Mayor and council disussed the need to
appoiht P & Z members. Councilman Menard moved Larry Rawlins and Ed Reese be re-
appointed to the Planning and Zoning Commission for a term of four years. ~inghorn
seconded motion with all councilmen in favor.
TRAFFIC, SAFETY AND BEAUTIFICATION COMMITTEE - After discussing the organization and
need for this committee Councilman Taylor moved the Traffic and Safety Committee
name be changed to Traffic, Safety and Beautification Committee and the active
members be increased from five to nine. Romriell seconded with an unanimous vote
in favor of motion.
Mayor Cotant proposed appointing David Higbee as chairman of this committee and
Bill Armstrong, Gary Lewis, Myrna Cain and Dorothy Lee Worley as committee members.
Councilman Taylor moved the council approve appointment of these members. Kinghorn
seconded motion with an unanimous vote in favor.
ROSTER - Councilman Romriell requested a roster of city employees, P & Z commission,
Fire department employees and volunteers and the new Traffic, Safety and Beautification
committee be prepared for councilmen and all interested.
FIRE STATIDN B~f~D~G - Mayor and council discussed addition to Fire Station building~
and were in agreement to build onto the front of the building, one story high and
gravel side and back area around building this year and blacktop the area next year.
REVENUE SHARING PLANNED USE - The city needs to send in a planned use report on U. S.
Revenue Sharing funds for perio~ of July 1, 1974 to July 1, 1975. Funds have been
budgeted for 1974 so council needs to plan use for $15,204.00 revenue from January 1,
1975 to July 1, 1975. CouncJ_lman Romriell moved the city plan to use $10,000.O0 on
street construction and $5,204.00 in water department improvements. Councilman Kinghorn
seconded motion with all councilmen voting in favor.
WATER IMPROV~ENTS - Mayor Cotant suggested applying for a grant for a new million
gallon water tank plus some waterline improvements. Council agreed to have Engineer
Perkins prepare an application.
Counc~an Menard suggested the mayor and council meet with Engineer Perkins
Thursday afternoon at 5:00 p.m. to discuss pump, underground sewer pump stations
and water improvements.
COUNCII~N KINGHORN suggested a set of keys to the pump houses be left at the city
office for use if and when it might be necessary.
COUNCILMAN MENARD suggested stop signs be installed at the church exits on Whitaker
Road and Hiline Road, also at the Circle Mobile court exits.
COUNCII~MAN MENARD reported on bids received for wiring and air conditioning on city
building addition.
Councilman Menard moved the meeting recess until 5:00 p.m. Thursday afternoon.
