COUNCIL MEETING MINUTES
July 21 S`, 2003
Minutes of a Special Meeting held at the Chubbuck Public Works Conference Room, June 21S`,
2003.
Present: Mayor John O. Cotant, Council members Steven M. England, Marvin C. Gunter, B.
Kent Kearns, and City Clerk Ron C. Conlin. Councilman Leroy S. Quick, Attorney
Thomas J. Holmes and Public Works Direcot
Meeting was called to order 9:01 a.m. by Mayor Cotant.
PURPOSE OF MEETING was to discuss Salary and Benefits Survey presented by Andrea
Fogleman, BPDA, Inc.
CITY OF CHUBBUCK CLASSIFICATION AND COMPENSATION STUDY CITY
COUNCIL BRIEFING - Andrea Fogleman, BPDA, Inc. was present to brief the City Council on
the Classification and Compensation Study.
Discussion about final survey results, including total compensation analysis.
Andrea stated nine out of fourteen entities surveyed have employees pay a portion of the
health insurance package.
Andrea presented the total compensation worksheet, both single and family.
Andrea stated the City is very competitive in wages, but we have some internal equity
issues to deal with.
Council reviewed the revised Kinds & Levels Chart. This chart shows the Grades.
Andrea explained the changes in the Kinds & Levels Chart.
Discussion about the final recommendation for internal equity.
Discussion about implementation alternatives:
1. Adjusts salaries to new range minimum or next highest step over current salary.
2. Adjusts salaries to the new range minimum or next highest step over current
salary that provides a minimum 2% increase to all employees.
Discussion about pros and cons of merit pay.
Longevity pay is included in the first six years.

Andrea stated that after six months, if you successfully complete your probation period of
employment, the employee will move 3% toward Step A, then after than it will be a
annually. Discussion about using hire date for increases, or fiscal year.
Discussion about steps to project completion:
1. Job Descriptions - Final Copies.
2. Administrative Guidelines.
3. Final report to Mayor Cotant and Council.
At 10:30 a.m, Councilman England moved, Councilman Gunter seconded, with full council
approval to adjourn meeting.
