Present: Mayor Cotant, Cooancilmen Kinghorn, Menard, Romriell and Taylor, Attorney
Burnett and clerk Vera Armstrong.
PU~IC HEARING: Rurpose of the public hearing is for mayor and council to consider
the appeals filed with the city protesting the planning and zoning commissions re-
commendation that four four-plexes be allowed to be built as~a conditional use
along the 500 block East Chubbuck Road in Mobile Manor.
Paul Thompson, 101 Whitaker Road representing the residents in the Mobile Manor area
read portions of minutes from planning and zoning and council meetings over the past
three years with regard to the Mobile Manor development. Mr. Thompson stated their
group feels the mayor and council has a duty to protect the group. Mr. Thompson
requests single residential homes only be allowed on these lots.
Dick Anderson~ 538 Albatross stated he had attended the planning and zoning commission
meeting and that he was given the understanding that duplexes or fouplexes would be
built on these lots and no consideration was given to single residential units.
Mayor Cotant &sked for comments from Mobile Manor representatives. Kent Parrish
stated the m~inutes of 2 and three years ago read were tr~e but at the present time
they feel it financially unfeasible to develop single family residential homes on
these lots. The area is zoned Residential - 2 and it is perfectly within approved
zoning to build several duplexes on these lots. The proposal for four four-plexes
would leave more grassed area for lawn and landscaping than the construction of
duplexes.
Councilman Romriell said he had studied the zoning ordinance and the area would allow
only seven duplexes and at'kthe most 5 four plexes. Councilman Romriell stated that
perhaps the area should be rezoned Residential 1.
Paul Thompson said he did not feel it necessary to rezone the area. Mr. Thompson
stated he felt that through the integrity of the city council the development of
single family residential homes should be enforced.
Paul. Scott asked Mayor Cotant how he would like to have a bunch of junk across
from hom.
Dick Anderson told all present that the residents living in mobile homes are living
in trailers by choice and do not care to be considered as second rate citizens.
Max Parrish stated they were aware of the buffer zone requirement but that he never
had heard the requirement of single residential homes. Mr. Parrish also stated they
desire to develop the area in a first class manner because of the investment they
have in Mobile Manor. He also said there first desire is for double mob~-Iehb~mes
on the lots. Max Parrish asked Paul Thompson if he would have any objection to new
double wide mobile homes on the south side of Chubbuck Road. Mr. Thompson answered
he didn't feel it relevant to the problem of the evening.
Councilman Romriell asked Ma~ Parrish why he felt they couldn't adapt to single
residential homes. Max said he didn't mean that single residential couldn't be
built there and that they would be happy to sell the lots for $3~375.O0 for the
60 foot x 100 foot size lot.
Councilman Kiughorn asked if they planned to build the four-plexes or sell the groun~
for someone else to build on. Kent and Max answered they did not have any definite
plans and would prefer not to committ themselves on this question.~ Mr. Kinghorn
stated his concern that the density of fo~r-plex construction would cause additional
traffic and be a hazard to the area. ~-~
Mayor Cotant remarked that council did not consider any residents of Mobile Manor
second rate citizens and that Mobile Manor is a fine development. Mayor stated he
feels the council have always felt single residential homes would be built on these
lots, also that housing on frontage lots should have been developed concurrently
with development of Mobile Manor. Mayor said he felt the council more or less have
committed themselves to the development of single residential construction.
Mayor also stated he researched financing and was informed financing for duplex and
four plex construction would be available and possibly conventional housing.
Ned Hansen remarked it was his understanding that single family residential homes
would be developed facing Chubbuck Road. Mrs Hansen said she felt the trailer
owners owed it to the residential home owners on Chubbuck Road to go along with
the request for single family residential home construction for the south side of
Chubbuck Road.
Mrs. Mabel Parrish praised m6bile homes and stated she felt mobile homes on the lots
wo~ld be an asset to the area.
Councilman Taylor moved the council deny the conditional use permit request to allow
four-plexes tQ be built on lots 3 through 11 along Chubbuck Road in Mobile Manor
Bob Olsen asked if duplexes can be built on these lots. His ques[ion ~as answered
in the affirmative.
Discussion followed as to how the lots might be developed.
Mayor announced the purpose of the public hearing has been accomplished and that
no further business can be taken up at this meeting.
Meeting adjourned at 10:00 p.m.
