city municipal building April 16, 197~.
Present: Mayor Cotant, Councilmen Kinghorn, Romriell and Taylor. Attorney Burnett
and clerk Vera Armstrong. Councilman Menard attended last part of meeting.
Meeting called to order by Mayor Co%ant at 6:~5 p.m.
LETTER TO RESIDENTS REFUSING TO PAY SEWER monthly charge has been prepared by
Attorney Burnett. Mayor and council approved for the form letter to be sent
to all that it applies.
Attorney Burnett informed council he had called F~ruse Insurance and Mr. Kruse
informed him the city insurance should cover liability of volunteer firemen , ·
while in the line of duty.~~,.~. ~ ~-~ ~
ORDINANCE~153 - Amending Zoning Ordinance ~/98 discussed. After a thorough
discussion Mayor Cotant read Ordinance ~133 in full. Mayor and council approved
the recommendation of planning and zoning commission to add word "consumed" to
definition paragraph to read ---No such structure ~hall qualify as a "reception
center" if any alcoholic beverages are sold~ consumed or served in said structure
or upon the premises. Also that the aggregate attendance does not exceed 100
persons when used for meetings of private clubs or public service organizations.
Motion to dispense with rule of reading on three different days made by Councilman
Taylor and seconded by Romriell. Roll call vote: Kinghorn, yes; Romriell, yes;
Taylor, yes. Councilman Kinghorn moved the council adopt Ordinance ~t33. Taylor
seconded. Roll call vote:~ Kinghorn, yes; Romriell, yes; Taylor, yes.
WATER STORAGE TANK - Mayor suggested to council that the expense of a water storage
tank, which is essentially needed for fire protection be financed by revenue
other than water sales revenue oDl~ because of the benefit derived to homes for
fire protection.
BIDS FOR BACKHOE PURCHASE - Mayor and council reviewed bids submitted at April 9
meeting. After some discussion Councilman Romriell moved that backhoe bids
submitted be rejected and a resolution be drawn up declaring that it would be
more advantageous to the needs of the city at this time to purchase a used
backhoe. Taylor seconded. Roll call vote: Kinghorn, yes; Menard, no; Romriell,
yes; Taylor, yes.
